7.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 23, 2016 <br /> SUBJECT <br /> City Council "Phase One" appointment to the: Civic Cultural Commission (four seats), <br /> Housing and Human Concerns Committee (three seats), Parks, Recreation and <br /> Community Services Commission (four seats), and Senior Affairs Commission (five <br /> seats) <br /> RECOMMENDATION <br /> Appoint by roll call to fill: (4) four expiring seats on the Civic Cultural Commission <br /> (CCC); (3) three expiring seats on the Housing and Human Concerns Committee <br /> (HHCC); three full term seats expiring, one short term vacant seat (4 total) on the Parks, <br /> Recreation and Community Services Commission (PRCS); and four full term seats <br /> expiring, and one short term vacant seat (5 total) on the Senior Affairs Commission <br /> (SAC). All full term seats expire 5/31/2020, the vacant short term seats on the (PRCS <br /> and SAC) expire on 5/31/2018 <br /> BACKGROUND <br /> Due to 14 expiring seats and one vacant seat on the City's Boards, Commissions and <br /> Committees (BCCs), the City Council began a recruitment process to fill the seats that <br /> are expiring and the one unexpectedly vacant seat (due to the appointment of former <br /> Parks Recreation and Community Services Commissioner Hunter to the Planning <br /> Commission). In addition, there was a resignation of a Senior Affairs Commissioner on <br /> May 17, 2016 creating a short term vacant seat. <br /> ANALYSIS <br /> City staff began recruitment for these positions on March 16, 2016 and the outreach <br /> period ran through April 20, 2016. Methods of reaching out to the community included <br /> press releases, a Mayor's video, hanging new banners throughout Redwood City, <br /> postings on Next Door, Facebook, Twitter and Volunteer.com, and an ad in the <br /> Spectrum magazine. In addition, the pre-Council meeting scroll, that is televised two <br /> hours in advance of the meeting, was utilized to publicize these vacancies. Prior <br /> applicants on file were also contacted. <br /> On April 4, 2016 the City Council hosted an Open House at City Hall for all those <br /> interested in learning about the vacancies, and the roles and responsibilities. The <br /> community at large was invited and this was an opportunity to learn about the <br /> expectations for these positions and to meet some of the Council Members, staff <br /> liaisons and other key staff. <br /> Page 1 of 3 <br />
