(D)When application is made for use of any of the Port owned or rented equipment it must be accomplished by certificate attesting to the proficiency of the operator.No mechanical equipment may be brought to,or used on,Port property without prior arrangement with the Port Manager. The operator shall be under the sole supervision of the renter of said equipment.
