6.3.C. - Page 13 <br /> Provisions for maintaining the Safety Zone: <br /> The US Coast Guard regulations require a minimum safety zone of 560' away from the <br /> launch site. Therefore,no watercraft will be permitted to anchor or remain in the deep <br /> water turning basin during the display. The City of Redwood City requests support from <br /> the Port to communicate with the Sea Scouts of the Pacific Skyline Council to provide <br /> ships if available to help define the safety perimeter and to keep water craft from entering <br /> the safety zone. The Sea Scout Boats must be moved from the Wharf 4 area to ensure the <br /> safety of the launch site and property, and will also help in the enforcement of the safety <br /> zone for other boats. It is the City's understanding from previous fireworks shows that <br /> the Sea Scouts will have radio communication and the ability to issue verbal warnings to <br /> boaters in the area that is closed. In advance of the fireworks show,the Sea Scouts will <br /> position their ships as to close/block access to the turning basin and the safety zone. <br /> They will also monitor the arrival of any craft that needs to transit the area to ensure the <br /> craft will clear the safety zone prior to the start of the show. The Sea Scouts are part of <br /> the emergency plan for the Coast Guard and can provide additional communications and <br /> on the water support capabilities. <br /> The City's Police Boat and Fire Boat will be in the water to patrol,provide assistance, <br /> and communicate with the Sea Scouts and Coast Guard if necessary. <br /> in addition,no shore spectators will be permitted in the industrial area near Wharf#4 and <br /> Wharf#5. <br /> The City requests that the Port notify all tenants,contractors, and vendors of the firework <br /> show and restrictions. The City also requests that an on-site contact from the Port is <br /> available to access areas as needed and to assist with the removal of any spectators that <br /> may have entered into any restricted area. <br /> Use of the public access area of Seaport Courts <br /> The City will provide uniformed private security personnel (12 confirmed with one <br /> supervisor on site),Police Cadets, CERT team members, and Police Officers to direct and <br /> monitor spectator activity in the public viewing area at Seaport Court. Personnel will <br /> also have traffic control duties and general monitoring and response as necessary. <br /> The City requests that the Port help by providing the following in this area: <br /> I. Lighting standards to be used for the safe exit after the show <br /> 2. Porta-Potties <br /> 3. Trash support(Recology has confirmed that they will provide trash service and <br /> receptacles will be distributed on July 3`d) <br />
