6.4.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 13, 2016 <br /> SUBJECT <br /> Second reading for Zoning Ordinance Amendments <br /> RECOMMENDATION <br /> Waive the Second Reading and Adopt the Phase 2 Zoning Ordinance Amendments <br /> BACKGROUND <br /> On May 23, 2016, the City Council introduced and unanimously approved an amending <br /> the Zoning Ordinance. <br /> ANALYSIS <br /> The zoning ordinance amendments approved by the City Council and contained within <br /> the Final Ordinance (Attachment 1) make minor procedural and substantive changes to <br /> various code sections as described in the May 23, 2016 City Council staff report <br /> (Attachment 2). <br /> If adopted, this ordinance will be effective 30 days from this action. <br /> ALTERNATIVES <br /> 1. Adopt the ordinance with changes, which could require additional environmental <br /> review. <br /> 2. Do not adopt the ordinance. <br /> FISCAL IMPACT <br /> No fiscal impact is expected with this project. <br /> ENVIRONMENTAL REVIEW <br /> The project is exempt from the California Environmental Quality Act (CEQA) Guidelines, <br /> Section 15061(b)(3) as it can be seen with certainty that there is no possibility that the <br /> proposed administrative amendments and minor use allowances may have a significant <br /> effect on the environment. <br />
