7.A. - Page 45
Figure W7 compares residential consumption in each rate tier for bi-monthly periods in each of the
past two fiscal years. Note that single family residential customers are billed bi-monthly in arrears
and the City bills roughly half of these customers each month, hence the data for a given period
reflects some usage in prior months. As shown, the City generally experienced higher declines in
water sales during warmer and drier months, which is likely due to reductions in outdoor water use.
The figure also shows a decline in peaking, the difference in water use from baseline levels in the
cooler and wetter months to increased levels in the warmer and drier months. Summertime peak
use in 2013/14 was roughly 150% of baseline use while peak use was closer to 120% of baseline by
the end of 2014/15.
Figure W7: Bi-Monthly Residential Use by Tier for Past 2 Fiscal Years
Redwood City
Residential Water Use by Tier(hcf)
700,000
•Tier 1: 0- 10 hcf •Tier 2: 11- 25 hcf Tier 3: 26-50 hef •Tier 4: >51 hcf
600,000
500,000 - -16%
25% -27%
400,000
-21%
139`0
300,000
200,000
100,000 I tiiiii'IUi
0
FY14 FY15 FY14 FY15 FY14 FY15 FY14 FY15 FY14 FY15 FY14 FY15
OCT/NOV DEC/JAN FEB/MAR APR/MAY JUN/JUL AUG/SEP
B Water Utility Finances& Rates 18
W Water&Sewer Financial Plans&Rate Studies
