Water sales have declined by 25% to 30% from <br /> historical norms in the five years leading up through 2007/08. More recently, water sales decreased <br /> by about 12.6% from 2013/14 to 2014/15 with water use in the first half of 2015/16 decreasing by <br /> more than 10% compared to the same period in 2014/15. Revenues may be further impacted due <br /> to additional conservation and cutbacks in customer demand in upcoming years. <br /> Since the City's water quantity charges recover a portion of fixed expenses, a reduction in water <br /> sales requires a corresponding increase in rates to recover the same (or slightly reduced) level of <br /> fixed expenses. Reduced water sales also result in a reduction in wholesale water purchases, which <br /> offset roughly half of the revenue loss via reduced wholesale water purchases.
