7.A. - Page 58
The water resources management program comprises activities that conserve the utility's water
supplies, therefore leveraging the amount of water available to customers whose marginal or
incremental water use necessitates the availability of supplies that might not be available absent
conservation.
2.12.1 Fixed Meter Charges
The City's fixed meter charges for the various non-residential meter sizes are currently aligned with
meter capacity standards of the American Water Works Association (AWWA). For example, a 2-inch
meter has 8 times the capacity of the base 5/8-inch meter and therefore pays a fixed charge that is
correspondingly 8 times that of the 5/8-inch meter. BWA recommends the City continue to scale its
fixed meter charges based on the AWWA capacity standards.
Residential Fixed Charges - BWA analyzed water use per residential dwelling unit for the City's
three residential rate classes and validated the appropriateness of current Dwelling Unit Equivalent
(DUE) assignments. The data demonstrates that the City's current residential rate categories and
DUE assignments reasonably reflect the water demands of each class BWA does not recommend
any changes to the City's current method of DUE assignments.
Non-Residential Fixed Charges - Fixed charges for non-residential accounts are currently aligned
with American Water Works Association standard meter capacities, as shown on Table W6. For
example, a 2-inch meter has 8.0 times the capacity of the base 5/8-inch meter and correspondingly
pays a fixed charge that is 8.0 times the charge for a 5/8-inch meter. The fixed monthly charge for
meters greater than 4-inches are reasonably based on the standard meter capacity for a 6-inch
meter. BWA recommends the City's fixed meter charges continue to reflect the capacity of each
meter size.
Table W6: Fixed Charges & Meter Capacity Ratios
AWWA Meter Capacity Current Fixed
Meter Size Capacity(gpm) Ratio to 5/8" Monthly Charge
5/8" 20 1.0 $28.49
3/4" 30 1.5 42.74
1" 50 2.5 71.21
1-1/2" 100 5.0 142.45
2" 160 8.0 227.89
3" 300 15.0 427.32
4" 500 25.0 712.20
Over 4" 1000 50.0 1,424.42
B Water Utility Finances& Rates 31
'ti Water&Sewer Financial Plans&Rate Studies
