If all customers kept their water use within this tier, the City would not have <br /> previously exceeded is SFPUC water supply assurance and would not have needed to <br /> a) construct its recycled water system or b) implement its Water Resources Management <br /> Program to the extent it has. Because of this, the water quantity charges developed for this <br /> tier do not include cost recovery for the City's recycled water system or the Water Resources <br /> Management Program. <br /> o 55 GPCD is a performance standard for indoor water consumption used by the <br /> SWRCB and is also a standard level of usage used by the US Bureau of Reclamation <br /> for its health and safety allocation for municipal purposes. <br /> o According to the City's 2010 Urban Water Management Plan, the average single <br /> family home in Redwood City has 2.74 people. <br /> • Tier 2: 9—20 hcf — The Tier 2 breakpoint of 20 hcf per bi-monthly billing period (10 hcf per <br /> month) is based on a combination of a) 55 GPCD for standard indoor use x 2.74 people per <br /> average single family home, which equates to approximately 150 gpd, plus b) an allowance <br /> of 100 gpd for limited outdoor irrigation. This level of irrigation is adequate for a modest <br /> yard with 500 square feet of turf and 1,000 square feet of lower-water-use shrubs or "water- <br /> wise" landscaping. Water use within this tier is higher than the minimal "lifeline" needs of a <br /> typical family, but at the same time is roughly within the target level of per capita use for <br /> compliance with the requirements of California's Water Conservation Act of 2009. Only a <br /> small portion of water use in this tier contributes to the need for the City's recycled water <br /> system and Water Resources Management Program. <br /> o Pursuant to the Water Conservation Act of 2009, Redwood City is required to reduce <br /> per capita urban water use from an established baseline by 20% by 2020. The City's <br /> 2020 water use target is 124 gallons per capita per day (GPCD). This target includes <br /> water use from all customers including residential and non-residential accounts. The <br /> target for potable residential water use is 65% of the total, which equates to <br /> approximately 80 GPCD. <br /> • Tier 3: 21 — 40 hcf — The Tier 3 breakpoint of 40 hcf per bi-monthly billing period (20 hcf <br /> per month) is double the breakpoint of Tier 2. Higher levels of use often reflect a <br /> combination of a) inefficient indoor water use or more people per home, and/or b) higher <br /> levels of outdoor water, such as for a larger yard or lack of any water-wise landscaping. The <br /> City attributes roughly half of the amount of water in this tier toward contributing to the <br /> need for the City's recycled water system and Water Resources Management Program. <br /> • Tier 4: Usage above 40 hcf — Usage above 40 hcf per bi-monthly billing period represents <br /> water use in excess of double the City's Water Conservation Act targets.
