7.A. - Page 67 <br /> - Similarly, although potable irrigation usage is billed in 3 budget-based tiers, most of <br /> the City's potable irrigation water sales are billed in the first budget tier since this tier <br /> includes an adequate amount of water for landscape irrigation for each property in <br /> this rate class. As a reminder, the City sets individual tier breakpoints for each <br /> potable irrigation customer with the first tier including a reasonable amount of water <br /> use to meet the irrigation needs of each account. Hence, the first potable irrigation <br /> tier (for 0% - 100% of budget) is treated the same as all other commercial water use. <br /> Similar to residential Tier 2 use and commercial use, only a moderately-small <br /> percentage of potable irrigation use within budget is attributed toward contributing <br /> to the need for the City's recycled water system and conservation efforts. Hence, a <br /> similar 15% of potable irrigation usage in the first budget tier is allocated to recover <br /> costs for the City's recycled water system and Water Resources Management <br /> Program. <br /> o Recycled water system and Water Resources Management Program expenses are <br /> attributed to 50% of the residential Tier 3 water use. Tier 3 usage reflects water use in <br /> excess of lifeline needs that is also a) up to double the level required for efficient use for <br /> a single family home with modest landscaping, and b) up to double the City's Water <br /> Conservation Act targets for an average single family home. Half of the water use in this <br /> tier is attributed toward contributing to the need for the City's recycled water system <br /> and Water Resources Management Program. <br /> - Similarly, potable irrigation use in the second budget tier (101% -200% of budget) is <br /> considered a bit excessive for efficient irrigation, although some of the usage in this <br /> tier is from accounts that only used a modest amount of water in excess of their Tier <br /> 1 budget allocations. Similar to Tier 3 residential use, 50% of potable irrigation water <br /> use in the 101%-200% of budget range is allocated for cost recovery for the recycled <br /> water system and Water Resources Management Program. <br /> o Water use in the highest residential and potable irrigation tiers is especially high. The <br /> City attributes 90% of the water use in these tiers toward contributing to the need for <br /> the City's recycled water system and Water Resources Management Program. <br /> o Note that the level of cost recovery for the recycled water system from potable quantity <br /> charges is offset to account for revenues generated from projected recycled water sales. <br /> Hence, the amount of recycled water funding from potable water sales only accounts for <br /> the net costs of the recycled water system that are not funded by recycled water sales. <br /> • Other operating costs are equally applied to all water use on a pro-rata basis. <br /> B Water Utility Finances& Rates 40 <br /> 'ti Water&Sewer Financial Plans&Rate Studies <br />
