7.A. - Page 74 <br /> 3 SEWER FINANCES & RATES <br /> 3.1 Sewer System Overview <br /> The City owns and operates a wastewater collection system that serves roughly 19,600 primarily <br /> residential accounts and includes approximately 200 miles of sewer pipelines and 31 sewer lift <br /> stations. Wastewater collected by the City is conveyed to a regional wastewater treatment plant <br /> operated by Silicon Valley Clean Water (SVCW) for treatment and effluent disposal in the San <br /> Francisco Bay. SVCW is currently engaged in a roughly $790 million capital improvement program <br /> to rehabilitate and rebuild its aging wastewater conveyance and treatment facilities. SVCW is a joint <br /> exercise of powers authority that provides wastewater transmission, treatment, and effluent <br /> disposal services to its four member agencies including Redwood City, San Carlos, Belmont, and the <br /> West Bay Sanitary District. In addition to providing sewer service within most of the City's <br /> incorporated area, Redwood City also conveys wastewater from six regional sewer maintenance <br /> districts to SVCW pursuant to contracts with each district. <br /> 3.2 Sewer Rates <br /> The City's current wastewater rates vary by customer class: <br /> a) Residential—All single family and multi-family residential customers pay a fixed ewer service <br /> charge per dwelling unit. Most residential accounts are billed on a bi-monthly basis. <br /> b) Non-Residential — Non-residential accounts currently pay both a) a fixed monthly sewer <br /> charge equal to the current residential charge, plus b) volumetric charges applied based on <br /> metered water use. The fixed charge currently includes the first 10 hcf of consumption per <br /> month, while the volumetric rates only apply for use in excess of 10 hcf per month. <br /> Commercial, industrial, and institutional accounts are typically billed on a monthly basis. The <br /> rates for each customer class vary based on wastewater strength, with higher rates for <br /> customers with higher strength discharge.
