• Wastewater strength estimates for Class B — Low Strength are based on the SWRCB's
strength estimates for offices and schools. Wastewater strength estimates for Class C —
Standard Strength are based on the average of SWRCB's strength estimates for retail stores
and professional offices. Wastewater strength estimates for Class E — High Strength are
based on the average of SWRCB's strength estimates for restaurants and markets with
garbage grinders. Wastewater Strength estimates for Class D- Mod-High Strength are based
on the average of the strength estimates for Class C — Standard Strength and Class E- High
Strength.
• The City provides service to a very limited number of industrial accounts. A large share of
industrial wastewater flow is used as process flow and is not returned to the sewer system.
Wastewater strength estimates for Class A — Standard Strength, Low Flow are based on the
same wastewater strength concentrations as the Class C — Standard Strength classification
and assume 65% of metered water use is returned to the sewer system.
