7.A. - Page 94 <br /> 3.10.3 Residential Rate Derivation <br /> Residential rates are derived by dividing the total amount of costs designated for residential rate <br /> recovery by the total number of residential billing units, with each billing unit representing the <br /> charge for a typical residential dwelling unit per account with 1 — 9 dwelling units. The following <br /> table calculates the total number of residential sewer billing units. Each dwelling unit in a <br /> residential account with 1—9 dwelling units is assigned 1.0 billing unit. <br /> Each dwelling unit in a multi-family account with 10 or more dwelling units discharges <br /> approximately 60% of the wastewater per standard residential connection based on evaluation of <br /> historical winter water use. This number of sewer billing units allocated to each of these dwelling <br /> units includes a) a standard fixed charge for all residential accounts that recovers 75% of costs <br /> regardless of wastewater flow, and b) a usage-based charge component that recovers 25% of costs. <br /> The usage-based component is multiplied by the 60% flow percentage applicable to each multi- <br /> family 10+ dwelling unit, resulting in an adjusted usage-based charge component equal to 15%.
