In general, most low use customers will benefit from the proposed rates with the exception of <br /> lower-use restaurants, who can face substantially higher percentage rate increases due to the <br /> transition away from a uniform fixed charge that includes the first 10 hcf of billed usage, to an <br /> approach that bills each customer for every unit of use, subject to a minimum charge. This <br /> transition takes away the benefit high-strength customers currently receive from paying the current <br /> fixed charge of $74.95 instead of having to pay for 10 hcf of use at the current high-strength rate of <br /> $14.93 which would have totaled almost $150. <br /> Figure S4 shows a survey of monthly regional sewer bills for a standard strength commercial <br /> customer using 20 hcf of monthly water use. Roughly 83% of non-residential sewer accounts are <br /> this customer class.
