The City Council finds that the proposed ordinance is exempt <br /> from the provisions of the California Environmental Quality Act pursuant to Section 15061 <br /> of the CEQA Guidelines because it can be seen with certainty that there is no possibility <br /> that passage of this ordinance will have a significant effect on the environment. Staff shall <br /> file a Notice of Exemption with the County Clerk pursuant to CEQA Guidelines Section <br /> 15062. <br /> SECTION 5. The City Clerk shall publish this Ordinance in accordance with <br /> applicable law. <br /> SECTION 6.
