6.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 13, 2016 <br /> SUBJECT <br /> Housing and Human Concerns Committee Fiscal Year 2016-2017 Funding <br /> Recommendations for Redwood City Human Services Financial Assistance (HSFA) <br /> Program <br /> RECOMMENDATION <br /> By motion, approve Funding Recommendations for the HSFA Program for FY 2016- <br /> 2017 as delineated in Attachment 1 <br /> BACKGROUND <br /> The Human Services Financial Assistance (HSFA) Program was established by the City <br /> Council over 35 years ago to fund a broad range of human services provided by non- <br /> profit community partners to Redwood City residents. HSFA funds are currently <br /> focused on supporting basic human needs, consistent with the City's Strategic Initiative <br /> for Community Building and Communication, which includes the goal of "providing <br /> access to a variety of supportive services to assist those in need." <br /> A Notice of Funding Availability (NOFA) and Request for Proposals (RFP) was issued in <br /> December 2015. Staff offered an optional technical assistance workshop for all HSFA <br /> Applicants on January 11, 2016. Agencies submitted their final proposals on January <br /> 22, 2016. On March 2, agencies appeared before the HHCC to make brief <br /> presentations and answer questions about their proposals. <br /> ANALYSIS <br /> On March 8th, the Housing and Human Concerns Committee ("HHCC") met to consider <br /> itsr funding recommendations for the HSFA Program for FY 2016-2017. The <br /> Committee recommendations for funding are contained in Attachment 1 of this report. <br /> Attachment 1 also includes HSFA funding amounts received for FY 2015-2016. <br /> Attachment 2 includes a brief description of each agency and their funding request. <br /> ALTERNATIVES <br /> The Council could choose to modify the funding recommendations made by the <br /> Housing and Human Concerns Committee. <br />
