6.1.D. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager June 13, 2016 SUBJECT Agreement for Professional Services with Kitchell/CEM, Inc. to manage the Fire Safety First Pilot Program RECOMMENDATION By motion, approve Agreement for Professional Services with Kitchell/CEM, Inc. and authorize the City Manager to execute the agreement for an amount not to exceed $200,000.00 for project management of the Fire Safety First Pilot Program (FSFP) BACKGROUND On May 18, 2015 the City Council adopted ordinance 2413 which amended Section 12.18 of the City's Fire Code requiring the installation/retrofit of automated life safety fire sprinkler system(s) for apartment buildings built prior to 1989 and containing four or more units. There are approximately 586 such buildings that meet this condition in Redwood City. This agreement will allow the City to contract with Kitchell/CEM, Inc. for project management duties and responsibilities for the FSFP working in close coordination with Fire Department staff. The anticipated project management workload that will be generated by the FSFP exceeds the current capacity of staff to manage. ANALYSIS Kitchell/CEM, Inc. will provide project management services that will administer and coordinate the FSFP. Through the agreement a Project Manager will be assigned and there will be access to other Kitchell/CEM, Inc. staff to support the various components of the program. The Project Manager will coordinate services and communications between the various program stakeholders. The Fire Department will assign Fire Prevention Bureau personnel who will serve as the evaluator of each property for the type and design of each system installed in the various properties. The Fire Department evaluator will work closely with the Project Manager throughout the process. The Project Manager will provide the services necessary to close-out each project to ensure compliance will all the conditions required by the FSFP. The period of performance will commence upon issue of a Notice to Proceed from the City and terminate on June 30, 2020.
