6.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> June 13, 2016 <br /> SUBJECT <br /> Agreement for Professional Services with Kitchell/CEM, Inc. to manage the Fire Safety <br /> First Pilot Program <br /> RECOMMENDATION <br /> By motion, approve Agreement for Professional Services with Kitchell/CEM, Inc. and <br /> authorize the City Manager to execute the agreement for an amount not to exceed <br /> $200,000.00 for project management of the Fire Safety First Pilot Program (FSFP) <br /> BACKGROUND <br /> On May 18, 2015 the City Council adopted ordinance 2413 which amended Section <br /> 12.18 of the City's Fire Code requiring the installation/retrofit of automated life safety fire <br /> sprinkler system(s) for apartment buildings built prior to 1989 and containing four or <br /> more units. There are approximately 586 such buildings that meet this condition in <br /> Redwood City. This agreement will allow the City to contract with Kitchell/CEM, Inc. for <br /> project management duties and responsibilities for the FSFP working in close <br /> coordination with Fire Department staff. The anticipated project management workload <br /> that will be generated by the FSFP exceeds the current capacity of staff to manage. <br /> ANALYSIS <br /> Kitchell/CEM, Inc. will provide project management services that will administer and <br /> coordinate the FSFP. Through the agreement a Project Manager will be assigned and <br /> there will be access to other Kitchell/CEM, Inc. staff to support the various components <br /> of the program. <br /> The Project Manager will coordinate services and communications between the various <br /> program stakeholders. The Fire Department will assign Fire Prevention Bureau <br /> personnel who will serve as the evaluator of each property for the type and design of <br /> each system installed in the various properties. The Fire Department evaluator will <br /> work closely with the Project Manager throughout the process. <br /> The Project Manager will provide the services necessary to close-out each project to <br /> ensure compliance will all the conditions required by the FSFP. The period of <br /> performance will commence upon issue of a Notice to Proceed from the City and <br /> terminate on June 30, 2020. <br />
