EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> To evaluate the cost of Development Services related permits and fees, including: <br /> Building, Planning, Engineering, and Fire services. The main goals of this study are #o <br /> identify current cost recovery levels and subsidies, as well as provide the City with <br /> recommendations for increasing fees, and outlining implementation strategies for <br /> annual updates. The results of this study will allow the City to better understand the full <br /> cost of providing development services, and ensure that permit fees are accurate and <br /> defensible. <br /> As part of this study, all cross-departmental review and support will be identified and <br /> included in the total cost of service, including those departments whose fees are not <br /> being looked at. <br /> The following tasks outline the scope of work to complete the user fee study. The typical <br /> timeframe for a study of this nature is three months. All timelines can be adjusted based <br /> upon the City's schedule and other commitments in agreement with City staff. <br /> 1. Determine and Review Initial Documentation <br /> 2. Project Initiation — establish the City's goals and objectives for the Study, and <br /> identify trends and plans which impact cost recovery analysis and policy. <br /> 3. Develop a Schedule of Current and Potential Fees for Service <br /> 4. Conduct Time and Activity Data Gathering Workshops <br /> 5. Perform a Total Cost Analysis <br /> 6. Analysis of Recoverable Revenue <br /> 7. Conduct a Market Rate Survey to Similar Jurisdictions <br /> 8. Review/Revise the Fee Study Results with Departments and City Management <br /> 9.
