<br /> On September 14, 1992 the City Council adopted the following schedule: <br /> September 14, 1992 - provide a draft copy of the ordinance to all interested <br /> parties, invite written comments, and direct staff to engage an economic <br /> consultant to provide rent increase factors; <br /> October 26, 1992 - invite concerned parties to present oral arguments; <br /> November 16, 1992 - economic consultant presentation to Council; <br /> December 14, 1992 - community input regarding the economic consultant's <br /> report and Council decision whether or not to pursue the matter. <br /> The purpose of the meeting was to invite concerned parties to present oral <br /> arguments. <br /> City Attorney Schricker provided the legal groundwork for the testimony <br /> relating to the proposed ordinance on mobile home rent stabilization, <br /> and advised that this legislative hearing was to advise Council: <br /> 1) as to the need for a mobile home rent stabilization ordinance; and <br /> 2) if so, what are the appropriate terms and conditions of such an <br /> ordinance. Also, City Attorney Schricker reminded everyone the proposed <br /> ordinance was just a draft, and speakers should not engage in legal <br /> discussions of terms in the draft, which mayor may not be in the final <br /> proposal. <br /> City Attorney Schricker advised that because of the public interest in this <br /> subject, a certified shorthand reporter was present to record the <br /> proceedings. (Catherine A. O'Leary, of DeSouza & Associates, recorded the <br /> proceedings.) <br /> Mayor La Berge asked the proponents and opponents of the proposed draft <br /> ordinance to meet in separate areas of the lobby or Supervisors Chambers and <br /> organize their presentations, with a promise that everyone who wanted to <br /> speak would be allowed to do so. <br /> ------------------------------------------------------------------------------- <br /> Mayor La Berge declared a recess at 8:20 p.m. <br /> Meeting reconvened at 8:35 p.m. <br /> ------------------------------------------------------------------------------- <br /> THE FOLLOWING PEOPLE ADDRESSED THE COUNCIL IN SUPPORT OF A MOBILE HOME RENT <br /> STABILIZATION ORDINANCE INCLUDING VACANCY CONTROL, RENT STABILIZATION, <br /> ELIMINATION OF PASS THROUGHS, ROLL-BACKS, AND DESCRIBED THE UNIQUE OWNERSHIP <br /> SITUATIONS OF MOBILE HOMES AND MOBILE HOME PARKS: <br /> Randy Roushall, 3015 E. Bayshore Blvd., Harbor Village resident, provided <br /> statistical literature, "Financial Relationship Between Park Owners and park <br /> Residents" describing, among other factors, inequitable rent increases over <br /> the last seven years.
