REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Disposal of City's Surplus Personal Property <br /> <br /> <br />RECOMMENDATION <br />By motion, authorize Public Works Services to dispose of the City vehicles and <br />equipment as delineated on Attachment 1 as surplus personal property, and authorize <br />staff to sell the items <br /> <br /> <br />BACKGROUND <br />Public Works Services (“PWS”), in conjunction with the Finance Department, acts as the <br />centralized collection and storage point for City personal property that has reached the <br />end of its useful lifecycle, as measured by departmental efficiency and effectiveness <br />standards, and/or is considered surplus from various City departments. <br /> <br /> <br />ANALYSIS <br />Section 3-1/2 of the Redwood City Charter authorizes the City to control and dispose of <br />City real or personal property for the common benefit. The City vehicles and property <br />on the attached list have reached the end of their useful lifecycle. Staff recommends <br />that the vehicles and equipment on the attached list be declared surplus property and <br />disposed of before the end of fiscal year 2015-16. Although the Charter and Municipal <br />Code do not specify a procedure for disposal of surplus City personal property, Staff will <br />follow the procedures set forth in the pre-amended version of Section 3-1/2 and sell <br />surplus property to the highest responsible bidder through public auction. Selling to the <br />highest bidder at a public auction supports the City’s policy of achieving the common <br />benefit by ensuring a fair process while also receiving the highest value. <br /> <br /> <br />ALTERNATIVES <br />City can decide not to sell surplus property at this time, incur additional storage and <br />collection costs, and attempt to sell at a later time.
