REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Parcel map, improvement agreement, landscape maintenance agreement, stormwater <br />treatment measures management agreement, hold harmless agreement, and parking <br />covenant for the development at 601 Marshall Street. <br /> <br />RECOMMENDATION <br />1. By motion, approve the Parcel Map for lot merger at 601 Marshall Street. <br />2. By motion, approve and authorize the City Manager to execute an Improvement <br />Agreement with 601 Marshall Street Owner, LLC. <br />3. By motion, approve and authorize the City Manager to execute a Landscape <br />Maintenance Agreement with 601 Marshall Street Owner, LLC. <br />4. By motion, approve and authorize the City Manager to execute a Stormwater <br />Treatment Measures Maintenance Agreement with 601 Marshall Street Owner, LLC. <br />5. By motion, approve and authorize the City Manager to execute a Hold Harmless <br />Agreement with 601 Marshall Street Owner, LLC. <br />6. By motion, approve and authorize the City Manager to execute a Shared Parking <br />Covenant with 601 Marshall Street Owner, LLC. <br /> <br />BACKGROUND <br />The project is an 8-story, 124,220 sq. ft. office building with ground floor retail, three <br />levels of above ground parking, and two levels of underground parking. On November <br />16, 2015, the City Council approved the Downtown Planned Community Permit <br />(DPC2014-05) and Tentative Parcel Map (tm2014-10). The site formerly had <br />approximately 11,800 sq. ft. of office/commercial space with surface parking. <br /> <br />ANALYSIS <br />The developer’s engineer completed the parcel map, improvement plans, and <br />specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br />Standards, and to the satisfaction of the City Engineer. The parcel map merges six <br />existing parcels into one lot. Improvements include new sewer, storm and water <br />services, new storm drain mains, and new sidewalk per Downtown Precise Plan <br />standards including street trees and lighting. The project is also completing the design <br />of and contributing funds for intersection improvements at the intersections of Marshall <br />Street and Jefferson Street, and Marshall Street and Middlefield Road including bulb- <br />outs, drainage improvements, and signal improvements. <br /> <br />6.1.L. - Page 1
