REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Amendment No. 2 to the Agreement with Habitat for Humanity Greater San Francisco <br />for Funds to Acquire 612 Jefferson to Develop New Affordable Housing <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 2 to the <br />agreement between the City of Redwood City and Habitat for Humanity Greater San <br />Francisco for the pre-development expenses for construction of new affordable housing <br />by extending the term of the agreement to June 30, 2017 <br /> <br />BACKGROUND <br />In FY 2014-2015 the City approved the award of $114,895 in Community Development <br />Block Grant (“CDBG”) funds to Habitat for Humanity Greater San Francisco (“Habitat”) <br />for the acquisition of a vacant site at 612 Jefferson for the development of 20 units of <br />affordable ownership housing for low income households. Habitat completed the site <br />acquisition in February 2015 and initiated site design. In FY 2015-2016 Habitat <br />requested additional funds through the City’s annual CDBG fund allocation process and <br />the City approved and awarded additional funds in the amount of $276,493 for pre- <br />development expenses. These funds were provided through an amendment to the <br />original agreement (Amendment No. 1 dated October 22, 2015). <br /> <br />ANALYSIS <br />Habitat initiated pre-development activities funded through agreement amendment No. <br />1 including project architectural design and engineering and submitted a development <br />application to the City in November 2015. The application is currently under review by <br />the City and Habitat has expended approximately $48,000 of the $276,493 for pre- <br />development expenses. They have requested additional time to expend funds for pre- <br />development activities, primarily for pending permits and fees. <br /> <br />Following is Habitat’s updated project timeline, which retains the original project <br />completion date: <br /> <br />6.1.O. - Page 1
