REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 27, 2016 <br /> <br />SUBJECT <br />Amendment No. 1 to the Agreement with HIP Housing Development Corporation for the <br />Oxford Apartments Rehabilitation <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No.1 to the <br />agreement between the City of Redwood City and HIP Housing Development <br />Corporation to extend the time for completion of the rehabilitation of 3 units of rental <br />housing affordable to very low income households to June 30, 2017. <br /> <br />BACKGROUND <br />In FY 2015-2016 the City approved the award of $103,600 in federal Home Investment <br />Partnership Program – Community Development Housing Organization (“CHDO”) Set <br />Aside (“HOME-CHDO”) funds to assist HIP Housing Development Corporation <br />(“HHDC”) in the rehabilitation of three units of rental housing affordable to very low <br />income households in Redwood City, as more specifically described in the Original <br />Agreement dated August 17, 2015 (the “Original Agreement”). <br /> <br />ANALYSIS <br />HHDC, a nonprofit community housing development organization is the owner and <br />manager of the three units apartment property located on Oxford Street. The scope of <br />work identified in the Original Agreement included window and patio door replacement, <br />exterior paint, fence and roof replacement and kitchen and bathroom rehabilitation. The <br />three units were occupied during construction work and this slightly delayed completion <br />of the project requiring an extension of time. The rehabilitation is currently in progress <br />and the project is 75% complete. HHDC anticipates project completion within 60-90 <br />days. <br /> <br />The rehabilitation of these apartments will preserve existing affordable housing for very <br />low income households and will increase energy efficiency reducing utility costs. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the agreement amendment. <br />6.1.P. - Page 1
