REPORT
To the Honorable Mayor and City Council
From the City Manager

June 27, 2016

SUBJECT
Final Acceptance - Stulsaft Park Retaining Wall Project

RECOMMENDATION
By motion, accept the Stulsaft Park Retaining Wall Project and authorize the release of
bonds and retention according to City procedures.

BACKGROUND
Stulsaft Park is a 42 acre regional natural park in Redwood City. The up-slope side of
an existing access road has experienced erosion. This road serves park maintenance
vehicles, fire trucks and hikers. The project added a new retaining wall to mitigate the
erosion and stabilize the steep slope.

On August 24, 2015, Council awarded the construction contract for the Stulsaft Park
Retaining Wall to Condon-Johnson & Associates, Inc. of Oakland. The project was
awarded for a base bid of $374,964.00.

ANALYSIS
The project was successfully completed in accordance with City specifications. Three
contract change orders totaling (-$3,852.72) were issued for final quantity adjustments
and minor changes to the project scope. The final contract amount is $371,111.28,
approximately 1% less than the initial contract amount.

Improvements completed as part of the project include:
1) Construction of steel soldier pile retaining wall with shotcrete facing and concrete
lined drainage behind wall.
2) Construction of storm drainage improvements and realign existing unlined V-
ditch.
3) Final grading behind new wall.
4) Dust alleviation and control; and site cleanup.

Construction began in November 2015 and concluded slightly ahead of schedule in
April 2016. The project area has reopened and is available for use by park visitors. A
photo of the completed project is also attached to this report.
6.2.A. - Page 1
