REPORT To the Honorable Mayor and City Council From the City Manager June 27, 2016 SUBJECT City of Redwood City Resolution in Support of the San Francisco Bay Area Water Trail RECOMMENDATION Adopt a Resolution in support of the San Francisco Bay Area Water Trail BACKGROUND The San Francisco Bay Area Water Trail was created by the California legislature with the passage of the San Francisco Bay Area Water Trail Act (AB 1296, Hancock) in 2005 based upon the vision of the non-profit organization Bay Access, Inc. Thereafter, the San Francisco Bay Conservation and Development Commission (BCDC), in coordination with other agencies and organizations, prepared the San Francisco Bay Area Water Trail Plan in 2007. One of the most important steps in the process is the official designation of individual trailheads into the network of launching and landing sites that comprise the Water Trail. The Association of Bay Area Governments (ABAG) approached the City of Redwood City in hopes that the City and the Port of Redwood City could each approve a resolution in support of a Water Trail designation in the City. There is no application form, rather Water Trail staff from ABAG collected information that described the site. This information is assembled into a Site Description report and is reviewed by the site owner or manager (in this case, the City and the Port) before being presented to the Water Trail’s Project Management Team comprised of staff from the Coastal Conservancy, ABAG, BCDC, and the Division of Boating and Waterways (also called “Cal Boating”). The Director of Parks, Recreation and Community Services Department and the Port Executive Director met with ABAG representatives to confirm designation requirements and to answer any outstanding questions. The Port Executive Director presented a resolution in support of participation in the San Francisco Bay Area Water Trail to the Port Commission on May 25th, 2016, and it was unanimously approved. 6.3.C. - Page 1
