Water Utility Finances & Rates 8 <br /> Water & Sewer Financial Plans & Rate Studies <br /> <br />Fixed Monthly Charges currently recover a little over 40% of total water rate revenues. Water <br />Quantity Charges currently recover a little less than 60% of total water rate revenues. <br /> <br />The City has historically provided a rate discount to recycled water customers to a) incentivize the <br />transition from potable to recycled water use, and b) help offset the costs incurred by each <br />customer for retrofitting their water system and transitioning to recycled water usage. For the <br />first five years of recycled water use, the City has historically provided a 25% discount to <br />commercial recycled water bills and a 40% discount to industrial recycled water bills. The <br />transition to recycled water use frees up potable water supply and improves water supply and <br />reliability for the City’s potable water customers. <br /> <br />6.4.A. - Page 35
