Water Utility Finances & Rates  17  <br /> Water & Sewer Financial Plans & Rate Studies  <br />Figure W6 shows a distribution of total residential consumption in each rate tier for the prior three  <br />fiscal years.  From 2013/14 to 2014/15, residential water sales declined by a little over 18%, with  <br />most of the decline in Tiers 2 ‐ 4.  This equates to an almost 22% decline in consumption charge  <br />revenues if water use in both years was billed at 2014/15 rates.  <br />  <br />Figure W6:  Historical Residential Water Use by Tier  <br />  <br />  <br />  <br />  <br />  <br />  <br />6.4.A. - Page 44
