Water Utility Finances & Rates 45
Water & Sewer Financial Plans & Rate Studies
Table W13: Water Rate Impacts with No Cutback in Use

The following chart shows the net billing impacts accounting for both a) the City’s prior and
proposed rate increases from 2013/14 through 2018/19, and b) a 20% cutback in water use spread
over 2 years from 2014/15 to 2015/16. Over the period shown, the actual amount charged to most
customers will have increased by an average of a little over 6% per year. Customer who conserved
more than 20% over this time period will face lower overall increases, and customers that have
conserved less than 20% (or have not conserved at all) will face higher billing increases.

% of Bills Current 3‐Year
at or Below2015/16 2016/17 2017/182018/19Increase
RESIDENTIAL
Low4hcf30%$43.69$46.47$50.10$54.04$10.35
Monthly Increase2.783.633.94
% Increase6.4%7.8%7.9%23.7%
Average8hcf65%61.9571.7577.3883.4421.49
Monthly Increase9.805.636.06
% Increase15.8%7.8%7.8%34.7%
Mod‐High12hcf82%81.23101.93109.94118.5437.31
Monthly Increase20.708.018.60
% Increase25.5%7.9%7.8%45.9%
High16hcf90%111.22137.01147.78159.3448.12
Monthly IncreaseTop 10%25.7910.7711.56
% Increase23.2%7.9%7.8%43.3%
Very High20hcf95%142.74172.09185.62200.1457.40
Monthly IncreaseTop 5%29.3513.5314.52
% Increase20.6%7.9%7.8%40.2%
COMMERCIAL
Low 5/8" Mtr10hcf50%$76.69$88.59$95.58$103.02$26.33
Monthly Increase11.906.997.44
% Increase15.5%7.9%7.8%34.3%
Med 3/4" Mtr25hcf75%193.74196.09211.57228.0334.29
Monthly Increase2.3515.4816.46
% Increase1.2%7.9%7.8%17.7%
High 1" Mtr50hcf90%418.96379.48409.45441.3022.34
Monthly Increase ‐39.4829.9731.85
% Increase ‐9.4%7.9%7.8%5.3%
Billing Impacts With No Cutback in Water Consumption
MonthlyProjected (No Conservation)
Water Use
6.4.A. - Page 72
