<br /> <br /> <br />REPORT <br /> <br /> <br /> <br /> <br />June 27, 2016 <br /> <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br />SUBJECT <br />City Council appointments for the Planning Commission (two expiring seats), the Library Board <br />(two expiring seats), the Port Commission (three expiring seats) and the Board of Building Review (two <br />seats), which was extended from the Phase I recruitment stage <br /> <br />RECOMMENDATION <br />Appoint by roll call vote to fill the following: two expiring seats on the Planning Commission, two <br />expiring seats on the Library Board, three expiring seats on the Port Commission and appoint <br />two incumbents to Board of Building Review. All full-term seats on the Planning Commission and <br />Library Board expire on June 30, 2016. All full-term seats on the Port Commission expire on July <br />31, 2016, and the Board of Building Review seats expired on May 31, 2016 <br /> <br />BACKGROUND <br />The City Council held an Interview Session Meeting on June 13, interviewing applicants for the Planning <br />Commission and the Library Board. Nine applicants were able to attend this interview session in <br />person. One applicant participated via telephone and two others were unable to attend. The applicants <br />that were unable to attend were supplied with interview questions, and both returned their answers prior <br />to the interview session. During staff’s review of the applications submitted, one Planning Commission <br />applicant did not meet voter or residency requirements. One Planning Commission applicant was <br />accepted one day after the filing deadline with the Mayor’s approval. <br /> <br />The three Port Commission applications, for the three seats, were filed by incumbents and no interviews <br />were conducted on June 13, 2016. <br /> <br />Due to a lack of a sufficient number of applicants for the Board of Building Review during Phase I of the <br />recruitment process (which ended on April 20, 2016), the recruitment period was extended to June 10, <br />2016. During this extension period two applications were received from incumbents of the Board of <br />Building Review. The incumbents were not interviewed on June 13, 2016. During this extension period <br />no additional applications, besides those from incumbents, were received and if the two re-appointments <br />are made during the meeting of June 27, 2016 one seat will be left vacant. <br /> <br />ANALYSIS <br />City staff began the Phase II recruitment for these positions on April 27, 2016 and the outreach period <br />ran through May 25, 2016. The methods used to reach out to the community included City Press <br />Releases, a Mayor's video, which was available for viewing on the City website, banners throughout <br />Redwood City, and notices on Next Door, Volunteermatch.com, Facebook and Twitter. In addition, <br />the City Council meeting scroll, which is televised two hours in advance of the City Council meetings, <br />was utilized to publicize these vacancies.
