department is still left with only seven available full-time dispatchers, and a small <br />number of extra help casual dispatchers, to cover four shifts per day, seven days per <br />week. The recommended fiscal year 2016-17 budget includes the addition of one full- <br />time dispatcher, which will be filled as soon as possible after Council approves the <br />recommended budget. However, the required time to hire and fully train a dispatcher <br />may be several months. Therefore, the hiring of Robin Hart as an extra help casual <br />employee on a temporary basis is required to ensure that a fully trained dispatcher can <br />provide immediate shift coverage until dispatchers on leave return to work and <br />vacancies are filled. <br /> <br />ALTERNATIVES <br />The City Council could choose not to support the hiring of Robin Hart and have the City <br />continue to use increased mandatory overtime to ensure 24/7 coverage. <br /> <br />FISCAL IMPACT <br />As required under PEPRA regulations, Ms. Hart will be compensated within the salary <br />range for the existing Communications Dispatcher position funded from budgeted extra <br />help casual funds. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under the California Environment Quality Act (CEQA), as <br />defined by CEQA Guidelines, section 15378, because it has no potential for resulting in <br />either a direct or foreseeable physical change in the environment. <br /> <br /> <br />LEAH LOCKHART <br />HUMAN RESOURCES MANAGER <br /> <br />MELISSA STEVENSON DIAZ <br />CITY MANAGER <br /> <br />ATTACHMENTS <br />1.
