<br /> Councilmembers reminded Mr. Deffebach that the schedule for these hearings <br /> had been adopted on September 14, 1992 allowing enough time for the Park <br /> owners to hire a consultant.' ~,:;, ..- '"'¡ <br /> Mr. Deffebach, in response to Council questions, argued for a delay to <br /> respond to Mr. Goldberg's report in a substantial way, advised that rental <br /> histories are difficult as many parks submit annual revenue reports <br /> without breaking down the individual high and low rents, and that Park <br /> owners believe that Council is asking for submittal of their private <br /> business revenue stream and some Park owners are reluctant to disclose <br /> private business matters. <br /> CONSENSUS: It was determined by Mayor Buchan to be the consensus of the <br /> Council that the original schedule providing December 14, 1992 as the last <br /> date for accepting testimony regarding the proposed Mobile Home Park <br /> Rent Stabilization Ordinance will stand as adopted. <br /> MEMO 11/24/92 <br /> Joe Steinfeld, Main Street, Redwood City, spoke in opposition to the <br /> proposed ordinance, and suggested that the City create more mobile home <br /> parks, perhaps in the Port area, or facilitate tenants in buying their <br /> interest in the park, and suggested that the Mayor appoint a Task Force on <br /> affordable housing in Redwood City which would include mobile homes. <br /> Brenda Griswald, 3015 E. Bayshore, Redwood City, asked the Council if the <br /> Goldberg report was supposed to be nonpartial. <br /> Councilmembers discussed City's objective of obtaining an independent third <br /> party report, their commitment to affordable housing, mobile home rent <br /> control as last resort, willing sellers and available funds to help tenants <br /> buy their parks, long term leases, rent disclosures during resale, the <br /> absolute necessity of data from Park owners to make an informed decision <br /> regarding necessity and fair return, loss of redevelopment funds in state <br /> bailout this year and more to come, and final comments to be heard on <br /> December 14, 1992. <br /> ---------------------------------------------------------------------------------- <br /> 9.
