The user category for any particular premises may <br /> be revised, changed, or redesignated by Authority's Manager with <br /> the consent of City's Director upon a determination by them that <br /> the waste or wastewater characteristics of the user of such <br /> premises have changed in such manner, or to such an extent, as <br /> to justify such reclassification.
