<br /> Joe Steinfeld, Main Street, Redwood City, addressed the Council regarding <br /> the impacts of rent control in other communities stating that only attorneys <br /> win under rent control. Mr. Steinfeld asked what is fueling the rush by <br /> Council to look into rent control for only 20 affected spaces, and stated <br /> Council should be looking at ways to avoid a rent control ordinance. <br /> Bruce Stanton, Attorney, Golden State Mobile Home Owners League, <br /> representing tenants urged Council to delay a decision on rent control. <br /> Mr. Stanton discussed using the CPI to determine rents, how litigation costs <br /> can be determined by Council, and mobile home rent control is vastly <br /> different from apartment rent control and would not keep developers away. <br /> Mark Moore, Morgan Hill, Golden State Mobile Home Owners League, expressed <br /> confidence in the Goldberg report, advised that Morgan Hill has mobile home <br /> rent control, and advised that the GSMHOL would assist Redwood City in any <br /> way it could. In response to Council questions, Mr. Moore discussed the use <br /> of blue book in the sale of mobile homes, and the vagueness of the current <br /> leases. <br /> Randy Roushall, 3015 E. Bayshore, Redwood City, advised Council that he and <br /> his fellow residents had been working for years to avoid rent control, and <br /> would be happy if they could buy the Park. Mr. Roushall discussed some of <br /> the limitations of the current leases, the concept of risk in Park <br /> ownership, and explained certain utility costs. <br /> Don Warren, Redwood Shores Properties, Redwood City, stated that there <br /> needed to be further study on the impacts on the investment climate if the <br /> Council chose to support rent control. Mr. Warren stated that if the <br /> Council voted for mobile home rent control, the investment community might <br /> think the Council would support rent control on other units throughout the <br /> City. <br /> -------------------------------------------------------------------------------- <br /> At 10:55 p.m., M/S: CLAIRE/STEINFELD TO CONTINUE THE MEETING TO 11:15 P.M. <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> -------------------------------------------------------------------------------- <br /> Councilman Claire described the volumes of additional information received <br /> in the past few days and at this Meeting, and advised more time was needed <br /> to evaluate it, and he wanted to hear more from the Councilmembers who had <br /> participated in rent stabilization discussions since their inception. <br /> M/S: CLAIRE/STEINFELD TO CONTINUE CONSIDERATION OF MOBILE HOME RENT <br /> STABILIZATION TO JANUARY 25, 1993. <br /> Councilman Greenalch agreed more time was needed to digest all the data <br /> received and asked the originator and seconder of the motion if they would <br /> add the following stipulations to the motion: 1) No further staff time to <br /> be devoted to this issue; 2) the Meeting on January 25, 1993 will be a true <br /> study session with limited public input; and 3) there would be a true <br /> exchange between Councilmembers.
