In response to Councilwoman Gasparini questions, the City Clerk advised she had a great working relationship with the Redwood City Almanac, but had no experience with the Redwood City Tribune so could not comment on its service. Councilwoman Gasparini advised Council should look at lowest bid, circulation and service, and not allow personalities to enter into it. Councilman Sanfilipo stated the Peninsula Times Tribune is up for sale and might not be here in six months, the City Clerk has a good rapport with the Redwood City Almanac, and the Charter refers to paid circulation and the Council must consider that. Mayor Buchan stated that this business decision must take into consideration the fact that the Times Tribune might not be in existence in six months, there is not much difference in price, and Council must look to paid circulation. REITERATION OF THE MOTION: M/S: GREENALCH/STEINFELD TO DESIGNATE THE REDWOOD CITY TRIBUNE AS THE OFFICIAL NEWSPAPER OF REDWOOD CITY BASED ON ITS LOW BID MOTION FAILED BY THE FOLLOWING ROLL CALL VOTE: AYES: COUNCILMEMBERS GREENALCH AND STEINFELD NOES: COUNCILMEMBERS CLAIRE, GASPARINI, LA BERGE, SANFILIPO AND MAYOR BUCHAN MINUTE ORDER NO. 92-210 M/S: CLAIRE/GASPARINI TO POSTPONE DECISION TO MARCH 8, 1992 Vice Mayor Claire stated he was interested in going with the lowest bidder and suggested that the issue of the Tribune's future might be resolved in a few months. In response to Council questions, City Attorney Schricker advised the legal consequences of such an action and advised that if the parties involved had not guaranteed their bids, then it would be his recommendation that bids be solicited anew.
