<br /> CONSENSUS: It was determined by Mayor Buchan that it was the consensus of <br /> the Council to establish June 28th and 29th as budget study session <br /> dates and reserve July 8th as a third date if necessary. <br /> ,:,' <br /> MEMO 3/23/93 <br /> --------------------------------------------------------------------------------- <br /> 6.B. Councilman Greenalch reported on the C/CAG meeting he attended on March 11, <br /> 1993: (704-04) <br /> 1) C/CAG prepared a report on the federally mandated National Pollutant <br /> Discharge Elimination System (NPDES) for storm water discharges <br /> accelerated by the state of California's requirements, designed to remove <br /> pollutants in storm drains. Fiscal Year 1993/94 will cost the cities and <br /> the county $365,000 but 1994/95 will cost $2 to $3 million. C/CAG <br /> proposes assessing $1.50 per parcel (Redwood City has 18,865 parcels) and <br /> using the current Flood Control District (which has authority to raise <br /> revenues) to administer the program. Cities are responsible for their <br /> share, but can choose other fund raising means if they want. Severe <br /> fines and prison terms will result for non-payment. (1204-03) <br /> 2) CICAG heard Mr. Jay White of San Carlos Airport Pilots Association <br /> present the same report presented earlier this evening on the Hastings <br /> Condominiums by Woodson Development at 300 Redwood Shores Parkway, and <br /> made the following recommendations: a) Redwood City should require an <br /> navigation" easement be granted to San Mateo County as a condition of <br /> approval; or b) If the City did not require an navigation" easement, then <br /> at least it should require the developer to include appropriate language <br /> in the project's CC&R's that would properly warn owners of aircraft noise <br /> issues and other nuisances. An avigation easement would fully waive the <br /> right of legal action due to the effects on the property caused by the <br /> operation of the aircraft at San Carlos Airport. <br /> REPORT: Senior Planner Tom Passanisi, March 22, 1993, with history of <br /> planning process for Hastings Condominiums beginning in September, 1991. <br /> (203-09) <br /> Councilman Greenalch advised that the Redwood City General Plan had not <br /> been submitted to the Airport Land Use Committee for a ruling stating <br /> the General Plan was in conformance with the Airport Land Use Plan for <br /> the County of San Mateo, but that fact was not necessarily ad rem to the <br /> issue at hand. Councilman Greenalch described General Plan Amendment <br /> approval by Council in October, 1991 of the subject property, but advised <br /> the amendment was not submitted to the ALUC at that time as it should <br /> have been, and had it been submitted it would have been ruled as in <br /> conformance. As the project went through the approval process the <br /> Redwood City Planning Department and the San Mateo County Planning <br /> Department made two proposals to deal with the noise issue: 1) grant <br /> an avigation easement, or 2) include language in the CC&R's. The owner <br /> of the parcel agreed to change the CC&R's but not approve an avigation <br /> easement, and staff proceeded thinking the CC&R option was acceptable to <br /> all the interested parties.
