REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2016 <br /> <br />SUBJECT <br />Levy of Benefit Assessments for Fiscal Year 2016/2017 for the Seaport Centre <br />Maintenance District <br /> <br />RECOMMENDATION <br />Adopt a resolution to order the Levy and Collection of Benefit Assessments for FY <br />2016/2017 for the Seaport Centre Maintenance District in the amount of $187,000 <br /> <br />BACKGROUND <br />The Seaport Centre Maintenance District (District) was formed to pay for the <br />maintenance of facilities that were determined to require a level of service greater than <br />regularly required. The District was established in 1987 to pay for the maintenance of <br />stormwater pump stations, levee systems, and utilities in easements that benefit the <br />parcels within the District. On June 8, 2015, Council accepted the City Manager’s and <br />Engineer’s reports that describes the maintenance work, costs and the formula by <br />which annual assessment will be calculated against each assessed parcel for an <br />aggregate amount not to exceed $187,000 for the District. On August 24, 2015, <br />property owners of the District approved, by a vote of 100% yes to 0% no, the levy of a <br />maximum annual benefit assessment of $187,000. <br /> <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the San <br />Mateo County (County) Controller’s and Tax Collector’s Office with the secured property <br />tax roll. Only special benefits are assessed, and any general benefits have been <br />separated from the special benefits as shown in the City Manager’s and Engineer’s <br />Reports for the District. The proposed annual assessment for FY 2016-17 in the amount <br />of $187,000 would not be a change from FY 2015-16. As shown in the City Manager’s <br />and Engineer’s Reports for the District, the annual maintenance budget is in balance, <br />with expected expenditures not exceeding assessments. The annual budget, <br />assessments, City Manager’s Report and the resolutions pertaining to the District are <br />available for review in the City Clerk’s Office. <br /> <br />ALTERNATIVES <br />The Council may choose not to levy the assessments. If benefit assessments are not <br />levied against the properties within the District, then the District may have to reduce <br />maintenance and operation of some systems, such as the storm pump stations and <br />6.3.A. - Page 1
