29

ENVIRONMENTAL REVIEW
In 2010, an Environmental Impact Report (State Clearinghouse #2006052027) was
prepared to assess potential impacts resulting from the implementation of the DTPP.
The DTPP established new land use, development, and urban design regulations for
the 183-acre DTPP area, including the potential for up to 2,500 net new dwelling units,
and 100,000 net new square feet of retail development. The DTPP Environmental
Impact Report (EIR) was certified by the City Council on January 24, 2011.

An Initial Study checklist was prepared to consider whether any new effects not
identified in the DTPP EIR may be created by construction of the proposed 603
Jefferson Avenue project. To date there has been less than 1,000 net new square feet
of retail development approved under the DTPP, and the proposed project would add
approximately 200 new square feet of retail to this total due to the demolition of the
existing building on the site. The proposed project would bring the total number of net
new dwelling units approved under the DTPP to 1,699. The Initial Study checklist
confirmed that the proposed project would not result in any new environmental impacts
or substantial increase in the severity of any previously identified environmental impact
beyond those previously identified in the DTPP program EIR. Nor would the project
require new mitigation measures beyond those identified in the DTPP program EIR and
adopted upon approval of the Downtown Precise Plan. In addition, the Project is
consistent with the Downtown Precise Plan, as discussed herein, and there are no
Project-specific environmental effects which are peculiar to the Project or the site.
Thus, no further environmental review is required, pursuant to sections 15162, 15163,
15164, 15168, and 15183 of the CEQA Guidelines.

SETH ADAMS
ASSOCIATE PLANNER

AARON AKNIN
ASSISTANT CITY MANAGER/COMMUNITY DEVELOPMENT DIRECTOR

8.C. - Page 29
