REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />July 25, 2016 <br /> <br />SUBJECT <br />Agreement between the San Mateo County Superintendent of Schools and the City of <br />Redwood City for San Mateo County Child Care Partnership Council Services <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the agreement between <br />the City of Redwood City and the San Mateo County Superintendent of Schools for <br />Child Care Partnership Council Services in the amount of $73,772 <br /> <br />BACKGROUND <br />The Child Care Coordinator position provides consultation services between child care <br />providers and City departments; develops program collaborative efforts throughout the <br />city; provides information and referral services to providers, parents and the School <br />District; and supports the City’s General Plan policy and program implementation and <br />support on development projects. <br />The San Mateo County Superintendent of Schools is the lead agency and fiscal agent <br />for the Child Care Partnership Council, and they have requested that the City provide <br />services in support of their work for the 2016-17 fiscal year. The purpose of the San <br />Mateo County Child Care Partnership Council is to collaboratively develop, promote and <br />update a plan for a comprehensive, countywide child care and development system. It <br />provides a community venue where the impact of state and federal child care and family <br />policies, proposed legislation or regulation can be examined from multiple viewpoints. <br /> <br />ANALYSIS <br />Currently, the Child Care Coordinator position is a half time position due to past budget <br />reductions. Council requested that staff continue to work with our community partners <br />to try to add back more hours to this position. As a result of staff’s outreach efforts, <br />qualifications and countywide relationships, the San Mateo County Superintendent has <br />asked for contract services. The San Mateo County Child Care Partnership Council <br />needs specific support from the City’s Child Care Coordinator for developing needs <br />assessments, strategic planning, and assisting with various other activities of the <br />Council. <br />6.1.D. - Page 1
