_ 184 <br />stated that he still did not believe that there was any reason why he should change his vote and since <br />he had received the letter that he read to the Council, stated the opinion of the people. in the Glenwood <br />Area that they did not want to be included in the project, and, with this still in mind, he did not <br />see hoer he could change his vote and go along at the present with the project. <br />Councilman Spillers offered Resolution of Preliminary Determination on the whole project and moved <br />adoption, public hearing to be held in two weeks, seconded by Councilman Britschgi. This was again <br />followed by a very lengthy discussion. Councilman 77ei.ss offered a substitute motion incorporating <br />Highlands No. 1 and deleting Glernvood Avenue area, seconded by Councilman Stout. The City Attorney <br />ruled that this was not legal, they could not make a substitute motion on a resolution. This was <br />followed by discussion after which Resoltuion No. 2046 carried on r-oll call with Councilman Stout voting <br />No. <br />COUNCILMAN HERKNER REPORT ON CONDITION OF SIDEWALKS FRONTING 2626-2630 BROADWAY. Councilman Herkner reported <br />that he and Doyle Chester, Street Maintenance Superintendent, checked into the condition of the side-' <br />walks in this area. They found that there were six sunken water meter boxes belonging to the City in <br />this area. It is their opinion that it is the responsibility of the City to raise these boxes. There <br />is also a curb in the cross -walk at 2630 Broadway and it is their opinion that this should be repaired <br />by the City. There are two places where the sidewalk is down 1" to 3/4" in front of 2626-2630 Broad- <br />way. This could be fixed temporarily with plant mix and eliminate the hazard, however, they feel <br />that it should be fixed properly and permanently, and these repairs should be done by the property <br />owner. The places where the water meter boxes have sunk are 2638-30-28-08-10 and 2660 Broadway. <br />Councilman Herkner moved that this work be done as outlined, seconded by Councilman Spillers. This <br />was followed by discussion. The Mayor called for a vote and after hearing the vote he asked for a <br />roll call. This was again followed by discussion after which the motion carried on roll call with <br />Councilman Granger voting No. Councilman Granger stated that he wanted the sidewalks fixed and the <br />reason he was voting no was because he did not agree as to where the responsibility lies. Councilman <br />Spillers moved that the sidewalk be fixed where it joins the curb. This motion lost for lack of a <br />second. <br />B UILDING IiJSPECTOR AND FIRE MARSHALL REPORT ON CONDITION OF VETERAN'S BUILDING, WARREN AND STANDISH.. The <br />Building Inspector Kreiss stated that he had not been abel to secure the necessary cost and he would have <br />the figures next week. Councilman Spillers moved to carry this on the agenda for one week, seconded by <br />Councilman Stout and carried. <br />REPORT ON PERSONNEL BOARD RECOMMENDATION (EXCEPT SALARY RECOMMENDATION). Councilman Weiss moved that the <br />Personnel Board's recamendations be accepted, seconded by Councilman Granger. Councilman Spillers <br />was not in favor of waiting for 15 years before granting the employees the three weeks vacation. <br />Counciman Herkner raised the question of how much it would cost to pay the additional overtime. The <br />estimated maximum figure is $9,500. This would include the eleven political code holidays. Council- <br />man Britschgi was of the opinion that the City should allow the employees three weeks vaction after <br />ten years. There are thirteen comparable cities in the Bay area, eight are giving three weeks vacation <br />and of the eight there are only two giving the three weeks before the ten years. Councilman Granger <br />wanted to know how many Cities are allowing the employees to build up to the three weeks vaction <br />over a period of years. Mr. Kimball stated that there are two cities which are doing -this. The Mayor <br />stated that they have asked the different Cities to meet and discuss -this matter and make a report. <br />This was followed by discussion. Fire Chief Lodi stated that at one Personnel Board meeting that was <br />held some years ago that it was their feeling that the three weeks should be given after 10 years service. <br />The motion carried. <br />O <br />0 <br />
