42 services, because we are now dealing with people, not uninhabited and unimprovedwland. The 400 additional houses contemplated would mean 1,000 or more persons. This certainly means additional taxing of our present facilities paid for or being paid for by the present residents. The improved streets also mean run—off of water, which heretofore soaked into the ground adding to our flooding dangers. The Farm Hills Subdivision is only referred to as an example as it is the most recent subdivision coming into the city. The example could be applied to any other area where one, ten, fifty or a large group of homes are to be built, making like demands on our facilities. The physical condition of the property should be taken into account to determine if all the services will be taxed. In conclusion any fee charged probably should be placed in a separate account for capital improvements and probably proportionately earmarked as is done in some cities. It is apparent that uninhabited land may lay within the city in its natural state so an� annexation fee should then be charged against potential subdivision or later when it is subdivided. The City of Tracy recently passed an ordinance for the collection of subdivision taxes. The ordinance dated September 22, 1955, was specifically for "Capital Outlay Fund". It is an amendment to an.existing ordinance and in part reads as follows: Section 4.12 (A) As a condition precedent to the approval of the Final Map, each subdivider shall first deposit with the City the sum of Fifty Dollars 050.00) for each lot delineated on such Final Map, such sum to be deposited in a fund to be known as the Capital Outlay Recreational Fund. (B) IThere more than one dwelling unit per lot is erected or planned in any subdivision, then for each such additional dwelling unit an additional fee of Fifty Dollars (,50.00) shall be paid to a maximum of One Hundred Fifty Dollars ($150.00) per lot. (D) On and after the effective date of this Ordinance there shall be payable to the City the sums as provided by Section 1.12, sub—sections (A), (B) and (C) of this Ordinance for each such unit building permit issued in Subdivision projects that have been approved by the City subsequent to January 1, 1955• Perhaps a similar ordinance such as adopted by the City of Tracy encompassing all service referred to above be enacted for Redwood City. Councilman Stout moved that the City Manager be requested to determine and recommend to the Council a fair figure for subdivision and or annexation charges and prepare a formula for appropriate earmarking to be applied toward Capital Improvements and such recommendation and report to be presented to the Council in two weeks. Councilman Britschgi stated this was a very good report but at the study meeting they took this matter up and they were waiting for a report from the subdividers which will be turned in by the 18th of January. Any action taken by the Council at this time will not help the situation any. Councilman Royer asked that since the Council is negotiating with the people they should wait for the report. Councilman Stout's motion lost for lack of a second. Councilman Royer moved that they wait for the report on the 18th, seconded by Councilman Britschgi, Councilman Stout's report to be accepted and the information utilized. Councilman Stout stated that he had some pamphlets from the League of California Cities and did the Council want him to hold up this information before mailing it back to the League. Mr. Weiss spoke in regard to this matter and he was of the opinion that the public should be made aware of any action. Motion carried. City Engineer Jain stated that they Y}ad investigated the problem of Cordilleras Creek and found that the problem of the flood did not occur at the bend at Industrial Way as had been anticipated. He reported that three years ago his department wanted to raise the banks but the people in the area would not move their fences so the banks could be raised. They found that the flood occurred on the School property where the creek -is blocked by 20 to 30 tree.trunks. Mr. Jain asked that the Council request the School to clean the creek and widen the @hannel. Councilman Britschgi moved that the School be contacted to clean up the creek, seconded by Councilman Spillers and carried. City Clerk stated that the Exchange Club wanted permission to put up a ticket booth on Broadway to sell dance tickets for a dance to be held in the American Legion building for the benefit of High School students. Councilman Spillers moved permission be granted, seconded by Councilman Britschgi and'earried, i wr 6 0 a" Councilman Britschgi asked Col. Louis Weiss if he was the editor of the newspaper his organization put out. Col. Weiss stated that he was one of the assistants.
