Donald Thirkell <br />Councilman Spillers moved that the public hearing be closed, seconded by Councilman Britschgi and "wd <br />carried. <br />Councilman Britschgi moved that the Glenwood Avenue Area be deleted from the improvement district, <br />seconded by Councilman Granger. Councilman Spillers stated that this will be the bigest mistake that ,," <br />the City has ever made. He was still of the opinion that the City should wait for the bids to come in <br />before taking any action to eliminate this Glenwood Avenue section. He was going to vote for the whole <br />project because he feels it is the best for the City as a whole. Councilman Granger stated that the <br />only way anything can be done is to go along with this motion because it requires 6/7 vote and if the <br />only way to do it was by deleting this section then he was going to go along with the motion and take <br />similar action. Councilman Stout spoke on the subject and stated that he has always stated that he. <br />would not go along with this project. The motion carried on roll call with Councilman Spillers and <br />Royer voting no. <br />City Attorney Currie stated that if the Council wishes to proceed without the Glenwood section then <br />they will have to start the proceedings all over again. Councilman Granger moved that the City <br />Engineer proceed with new plans, seconded by Councilman Britschgi. Harry Papazian, Secretary of the <br />Highland Improvement Club, stated that if the Council was going to leave the 2" water line in <br />Glenwood then he asked that they be given a 2:-" water line free of cost. The motion carried. <br />.Iwo <br />Councilman Herkner stated that he was of the opinion that the Glenwood Avenue section was going to <br />petition to put in the water line and they will have the work done on their own. City Attorney <br />Currie stated that from the stand point of his office it will be at least 8 weeks before the contractor <br />would be able to commence work, and possible 10 weeks. It will take three weeks before the Engineering <br />Department can turn in the new plans and descriptions. Councilman IfTeiss stated that he wanted the <br />people to get the proper information and he asked how much money the City has spent so far on this <br />particular project. City Engineer Jain stated that the outside engineering costs so far have run to <br />$12,949 and there are charges amounting to approximately $2,000 still to come in. These figures <br />do not consist of the engineering charges from his department. There has been at least $.16,000.00 <br />spent on this particular job. This was followed by discussion. <br />City Engineer Jain stated that in order for this Glenwood area to become a cash job every property <br />owner must put up the money before the project is started. Councilman Granger moved that the <br />question of the Glenwood Avenue Water Improvements be carried on the agenda for 30 days, seconded .� <br />by Councilman Herkner and carried. <br />PUBLIC HEARING, 1.1TANZANITA- LAUREL -HILTON !M.FROVE?TENTS. The affidavit of publication and posting were <br />ordered filed.
