It is estimated that the assessment for street improvements only would amount to approximately <br />$13.50.per front foot, plus the cost of storm drainage facilities, driveways, additional <br />sewer laterals where needed, and the cost of replacement of the existing bridges with concrete <br />culverts. <br />The attached map indicates in color the properties covered by the signatures on the petitions, <br />as of this date. Due to the insufficiency of signatures on the petitions, it would be <br />necessAri, in order to develop this project, that the Council override all protests which <br />might be presented at the public hearings, after plans and specifications are prepared, by <br />a 6/7 vote." <br />t <br />Due to the size of the project it would .require at least 4 to 6 months to prepare plans and <br />specifications, whether done by this office or by outside engineers. The cost of plans and <br />specifications would probably amount to at least $17,000, which must be advanced by the City <br />and later reimbursed from the assessment district when the project is actually under <br />construction. <br />Since the last project of comparable size was the Friendly Acres Improvement District in <br />1950, estimates have been necessarily increased in proportion to the increase in costs, which <br />represents an average increase of 30% since 1950. <br />1� Councilman Spillers stated that this was a very good report. This was followed by discussion in regard to the <br />two bridges needed in the area, Valota Road bridge and the use of possible gas tax money. Also under <br />discussion was the possible use of corrugated bridges and culvert type bridges. <br />Councilman Granger was of the opinion that this report should be made available to the people in the area <br />and also to the newspaper so that the people could come up with their suggestions before the Council took <br />any action because of the size of the project. He was also of the opinion that this should be set for <br />another public hearing. <br />The following people asked questions of the Council and the City Engineer in regard to street, drainage, <br />bridge and other problems in the area: Carl Kerstan, John Copeland, 1500 Gordon Street., Clarence Fogle, <br />1484 Kentfield Road and Ernest A. Norwood, 1510 Union Avenue. <br />Councilman Spillers moved that the City Engineer be authorized to start plans and specifications and to <br />�,... advance money froth general fund to be reimbursed from assessment district, seconded by Councilman Britschgi. <br />�... Councilman Stout spoke in regard to the flood conditions and he was of the opini6n that there could <br />possibly be formed a South County Flood District and he thought that the City Manager and City Engineer <br />should check into this matter. Councilman Royer asked the City Engineer if the plans were drawn up now and <br />later turned down would they be of any use in later years. City Engineer Jain stated that they should be <br />good 10 years from now. This was followed by discussion. Councilman Royer asked the City Engineer what the <br />estimated cost of the plans and specifications would be. City Engineer Jain stated that the cost would be <br />approximately $151000. This was followed by discussions in regard to notifying the people in the area of <br />the meeting and telling them of the public hearing, width of Valota Road, whether or not Valota Road would <br />be included in the district, and should the subdivisions above Valota Road be included in the assessment <br />district. The motion carried on roll call. <br />Councilman Spillers left the meeting at 11:08 p.m.. <br />CITY ENGINEER REPORT ON CONTROL OF CREEKS TO PREVENT FLOODS. The Clerk read the following report: <br />Please refer to your memorandum of January 5th regarding request of the City Council, at their <br />study meeting January 4s with reference to control of creeks to prevent flood water. <br />In regard to the first item, it is my opinion, that any attempt to acquire ownership of major <br />drainage channels throughout the City should be delayed until such time as the City is in <br />a position to improve and properly maintain these channels. Outright ownership of the creeks, <br />in their present condition would undoubtedly place the entire responsibility for maintenance <br />of these creeks on the City, as well as responsiblility for any flood dmage which might occur <br />PON due to the inadequacy of the creeks. The work involved in acquiring this ownership would <br />be tremendously expensive due to the meandering alignment of the creeks through private property <br />6" throughout the City, with the hundreds of fences, buildings, and other structures encroaching <br />upon the areas to be acquired. It would appear necessary to develop complete plans for improve— <br />ment of the creeks before it could be determined just wh at properties would be needed. This <br />study would involve an expense of several thousand dollars in both field and office work, which <br />normally would be included in the cost of plans and specifications for creek improvement. <br />In regard to the second item with reference to the possible raising of the banks on Cordilleras <br />Creek to a sufficient height to prevent flooding of adjacent homes in this area, we have made <br />an investigation in the field.
