270 In regard to the obstruction of drainage, which question was raised by Mrs. Carolla, raising of the sidewalks to curb grade well not obstruct drainage any more than existing conditions, particulary if, pipe drains are installed under the sidewalk. It will not be practicable for the City to install its portion of sidewalk and driveways on the south side of the street until the property owners are in process of doing their portion of the work, due to the difference in grades. Apparently that is the reason why these -driveways and portions of sidewalk were not constructed when the street was reconstructed in 1950, and also the fact that gas tax funds could hot be used for sidewalk and driveway construction. Councilman Britschgi moved that the City Engineer's report be accepted and it be followed through. This was followed by discussion. City Engineer Jain stated that he could not do the work until the people do their part. The motion was seconded by Councilman Spillers. Councilman Herkner recommended that the City Manager contact the people and give them this information and tell them that the City will do the work at the same time they do their own work. Mrs. Inez Carolla stated that there was additional sidewalk which the City should pay for. She spoke in regard to the sidewalk being 611 below the cur. Mr. Jain stated that this was so, the City will take this into consideration at the time. Councilman Britschgi included in his motion to take care of this 8 or 10' which is below the curb. This was followed by discussion in regard to the drainage problem in the area. There is no storm drain in this vicinity. Mr. Jain stated that the owners should get their own contractor. The motion carried. REAL ESTATE COMMITTEE REC WIENDED ACCEPTANCE OF OFFER OF DIVISION OF HIGH;:IAYS FOR TWO PARCELS ON NEW FREEWAY. Councilman Granger stated that he had turned in a letter in the proper form and asked the Clerk to read same. The report reads as follows: The Committee has review the offer of the Division of Highways on the two parcels covered by Grant deeds #15182, 10466-1 and lo466-2. The offer on deed #151182, more specifically described as a 2.225 acre piece lying between the Animal Shelter and Sewage Treatment Plant, is $2)x,670 and the committee recommends its acceptance. The offer on deeds 10466-1 and 10166-21 more specifically referred to as an irregular parcel bounded by present Bayshore, Harbor Boulvevard and City Limits line, is $38,100 together with a deed to City for a parcel approximately 50' x 100' adjoinging Redwood City Corporation Yard and presently leased by us form the State. The Committee recommends its acceptance. Although it is not within the committee's provice to recommend, they which to call the attention of the proper city authorities to some of the conditions in the deeds in order that they may take appropriate steps to protect the City's rights and anticipated require- ments for proper operation of City facilities. Councilman Herkner moved that the report be accepted, seconded by Councilman Britschgi and carried. REAL ESTATE COMMITTEE RECOMMEND SALE OF LOT 4, BLOCK 1, RESUBDIVISION CF LOT 46 REESE SUBDIVISION (CORNER REDWOOD AVENUE AND SIERRA STREET). The Real Estate Committee set the minimum price at $1,500. Mr. Jain stated that they should keep the lot because the creek runs through the middle of the lot and they should keep the lot for creek widening and straightening, however, under the circumstances he believes that the City could sell the property and keep an easement rather than pplit the lot. This was folllowed by discussion. Councilman Weiss moved to advertise the lot for sale at the minimum price subject to the easement, seconded by Councilman Britschgi and carried. PLANNING COMMISSION RECOMMENDED DENIAL TENTATIVE MAP OF OAKLEY TRACT (REVISION NO. 4) ON GROUNDS THAT A CUL-DE-SAC WOULD BE TOO LONG. The Fire Department received demerits for too many long cul-de-sacs ... in the city. This results in decreases in Fire Underwriter Insurance rates and in turn affects the entire City. Councilman Weiss read the following prepared statement: Your Honor - this question is a prime example of,what can and usually does happen when we endeavor to perform such improtant duties as we are called upon to perform for the people.
