8- 0 7
seconded by Councilman Stout. This was followed by discussion in regard to whether or not the City could
accept only one bid or if the specs.were written for only one particular machine. Mr. Vernon E. Kock of
Vern & Flynn's Rental Service was.the one who raised the question. The City Attorney stated, that he believed '
this this bid was in order and the motion carried.
CITY MANAGER REPORT REGARDING MUSCULAR DYSTROPHIC ASSOCIATION CAMPAIGN. The Clerk read the report where the City
Manager stated that he contacted the official for the United Crusade relative to the request. They prefer
that all agencies conduct their campaigns through the United Crusade but since there would be no conflect
between the time of solicitation by the Muscular Dystrophy Association and the Whited Crusade, the latter
group has no objection to permission being granted the Muscular Dystrophy Association to canvass Redwood
City during the'last week in November. Councilman Spillers moved that the permit be granted, seconded by
Councilman Weiss and carried.
RESIGNATION OF FRANK DE PATTA AS A COMMISSIONER OF THE PORT OF REDWOOD CITY. The Clerkr3ad the letter of
resignation. Councilman Spillers moved that they accept the letterof resignation and send a letter of
thanks for his work on the commission, seconded by Councilman Herkner and carried.
Councilman Granger spoke about two editorials which appeared in the Tribune in reference to the Port,
October 1st and October 8th. In fairness to the Pert and to the people who work at the Port, Councilman
Granger believes that a Committee should be appointed to bring out the good points at the Port* He wanted
each Councilman to pick out one person to make an investigation and make a report. Councilman Britschgi
believed that it would be well for the Council to meet with the Port Commissioners rather than set up a
Citizen's Committee and later, if necessary, make the appointment as suggested by Councilman Granger.
This was followed by.discussion. Mr. M. Be Harmon stated that the Port Commissioners have made efforts to
contact a consultant to make a report and findings in regard to. the Port. After further discussion
regarding Mr. Harmon's statement, Councilman Weiss read the following prepared statement*
I have purposely avoided saying anything so far publicly or otherwise, because I was
certain that my past activities when Port Bonds were the topic I have been rather out-
spoken, and some mfr be lead to believe that I would have biased opinions on all questions
affecting the Port. I can assure one and all that such is not the case, I am fully
capable of weighing this and all matters with an open mind, I can also assure everybody -
that I am not one of the diabolical local opposition that has been planted by shipping
interests, if there is such a plant amongst the people of this community.
I believe the suggestion of a committee as proposed is quite logical, but we must be
positive that the committee will be really representative al all segments of public opinion
- May I therefor fuggest for consideration that such a committee be comprised of at least
one representative appointed by each of the loca service clubs, such as the Rotarians
Kiwanians, etc. - One each by each of the local improvement clubs and purely civic
organizations, and one each by labor union locals with headquarter in our community and
not more than three to represent Industry and three from commerce. The council and the
Port Commissioners could be included, but while they would be priveleged to participate
in deliberations, they certainly should have no voting priveleges in such a committee.
Councilman Britschgi moved that the City Council and the Port Commissioners set down to a study meeting
within the next two weeks, or as soon as possible, to discuss the future of the Port, seconded by Council-
man Spillers. Councilman Stout spoke an the question and stated that he believed that they should wait until
the Port Commission has come up with some sort of a survey report. This ms followed by discussion. Mr.
Ron Fields stated that they would like to have a Citizen's Committee to help them when they get the Port
surgey by the consultant. The Mayor stated that there should be a periodic meeting between the Council
and the Port Commission* Mr. Bud Stephenson asked that the Chamber of Commerce Port Committee also be
invited to attend the meeting. The motion carried.
r. JOE HANLON REQUEST FOR WATER CONNECTION BETWEEN OAK KNOTS,MM AND CORDILLERAS. The Clerk read the application
and the remarks by the Water Superintendent. Mr. Hanlon stated that he drilled for a well but did not get
water. This was followed by discussion in regard -to whether or not the City could give water to Mr. Hanlon
if he annexed to the City. Water Superintendent Winter stated that there would be enought water for one home.
Councilman Spillers moved to refer this matter to the,City Attorney to meet with Vr. Hanlon and explain the
procedure for annexation. Mr. Jain asked that this be cleared by the Health Department because the City
- wanted -i` unAerstood-that no one can get
---h- ok up under the present situation. The Mayor announced that
