21 5 <br />Councilman Granger moved to have the City Attorney take whatever steps are necessary to refund the money, <br />seconded by Councilman Stout and carried. <br />Councilman Britschgi entered the meeting at 10:20 P. M. <br />INVITATION TO ATTEND PUBLIC PROGRAM ON OCTOBER 20th TO OFFICIALLY OPEN THE NEW HALL OF JUSTICE AND RECORDS, <br />BUILDING; time, 2:00 P. M. in front of the new building. The Clerk read the letter. <br />PLANNING COMMISSION RECOMMENDS CITY OF REDWOOD CITY FURNISHING MATERIAL, OBnSTAD HOMES TO FURNISH LABOR, TO <br />.. BUILD A 41 HIGH CHAIN LINK FENCE along top of retaining gall 275' long on southwesterly side Farm Hills <br />Boulevard between McGarvey and Jefferson Avenue, City Attorney pointed out City is not assuming responsi— <br />bility for people falling over the retaining wall• Councilman Spillers moved that the recommendation of <br />the Planning Commission be approved subject to approval of the conditions by the City Attorney, seconded <br />by Councilman Granger. The City Attorney explained the proceedings taken by the Planning Commission and <br />why this situation was brought on. This was followed by discussion. The estimated cost is $450.00, 1/3 <br />labor and 2/3 material. Mr. Jain recommended approval of the Planning Commission's recommendation* This <br />was followed by more discussion after which the motion carried on roll call with Councilman Weiss voting No. <br />USE PERMITS GRANTED BY THE PLANNING COMMISSION: <br />le H. Levine to allow 5 additional ambulatory guests at 1235 Hopkins. <br />2. R. Petitclerc retail sales of antiques, 1744 El Camino Real, subject to no outside display of any kind. <br />COMMUNCIATION FROM CALIFORNIA DISASTER OFFICE referring to out request for a•survey of the present Redwood City <br />Disaster ordanization. Mr. Pierson is in Battle Creek, Michigan, and our request will be brought to his <br />attention on his return. Councilman Granger moved to carry this on the agenda for 30 days, seconded by <br />Councilman Britschgi and carried* <br />Robert Parsons questioned the Council regarding the corner of the parking lot at Middlefield Road the Theatre <br />Street. He wanted to know if this corner was going to be all a sphalt rather than planting shrubs. City <br />Engineer Jain stated that there was an old concrete slab under the asphalt and some time later they plan to <br />cut out sections and plant shrubs. This was followed by discussion. <br />Councilman Stout asked about the Branch Library. City Attorney Costello stated that he met with the contractor <br />and he expects to start Work Wednesday or Thursday. Councilman Stout asked permission to make plans for a <br />ground breaking ceremony. Permission was granted. <br />Councilman Stout asked about the Southern Pacific Company paving Pennsylvania Avenue, stating that nothing had <br />been done. Councilman Granger stated that the Council had a chance to get some action but they did not <br />want the Committee to meet on this. The Mayor asked the Clerk's office to gather all the information and <br />have it ready for the Council in 30 days. <br />Councilman Herkner asked about the annexation of the reservoir property. City Attorney Costello stated that he <br />had started annexation proceedings, and all the information has been forwarded to the Boundary Committee. <br />City Engineer Jain stated that they did not have the plans for the water reservoir and they can not ask for <br />bids until the plans are complete. Mr. Jain was asked to report back in two weeks. <br />Councilman Weiss stated that there were several more items that should be dug up and action taken by the the <br />Council. <br />Claims 20516 through 20625, totaling $93,706.81, were ordered paid on motion of Cauncilitan Spillers, seconded by <br />Councilman Britschgi and carried. <br />Councilman Granger asked that the matter of a survey of Hess Road rubbish conditions be placed on the agenda and <br />that the proper authorities make a report. <br />Councilman Spillers moved that the meeting be adjourned to Monday, October 22nd at 8:00 P.
