Councilman Britschgi moved to charge the School District $300.00 for the cost of annexation, seconded by Councilman Spillers and carried* Councilman Jones offered RESOLUTION 2006 GIVING NOTICE OF PROPOSED ANNEXATION TO THE CITY OF REDWOOD CITY CF THE OLD COUNTY ROAD SCHOOL SITE AND SETTING APRIL 23rd AS THE DATE FOR THE PUBLIC HEARING and moved its adoption, seconded by Councilman Britschgi and carried on roll call, Councilman Stout being noted absent* CITY ENGINEER GRANTING 15 DAY EXTENSION ON THE CANYON ROAD SEWER AND WATER JOB. The Oakland Sewer Construction Company, contractor on the Highlands Terriotry No* 2 Sewer and Water project, re- quested an extension of time due to delays ,caused by weather conditions and difficulty in handling traffic in this area during construction. The City Engineer recommended granting an extension of fifteen working days at this time, and he further stated that it might be necessary to grant additional I time beyond this requested extensions as ground conditions at present are not satisfactory for final trench compaction and resurfacing. Councilman Spillers moved approval of the recommendation, seconded by Councilman Granger and carried. PETITION FOR IMPROVEMENTS 600 BLOCK PINE STREET. The Clerk read the following letter: Gentlemen: Re: Item 31is City Council Agenda for 3/12/56 Petition for Improvements 600 Block Pine Street Plans and specifications are being completed for the improvement of portions of Manzanita, Laurel and Hilton Streets. You now have before you an informal petition from property owners, representing about 50% of the assessable frontage on the one block of Pine Street east of Stambaugh Street, suggesting that this improvement be included in the Manzanita-Laurel-Hilton project if savings could be effected by such combination of districts. The owners further suggest that a complete drainage assessment district be formulated for the entire area between Chestnut Street and Charter Street, extending westerly to the Southern Pacific railroad, in order to reduce the individual assessments for storm drainage on the one block of Pine Street. We have no objection to incorpordting the Pine Street improvement with the Manzanita-Laurel-Hilton project providing it does not increase the amount of the individual assessments on the latter project. We are of the opinion that assess- ments can not be reduced on the Pine Street project by any method except charging a portion of the drainage assesment for the storm drain between Pine Street and Buckeye Street to the owners of property on the west side of Buckeye Street to the owners niio might'benefit from this storm drain. However, no petition has been received from property owners on Buckeye Street, so we are reluctant to include these properties in the assessment district unless the City Council so directs. If the Pine Street improvement were combined with the Manzanita-Laurel-Hilton project, and the bids were not considerably less than the engineer's estimate, protests from the Pine Street area might delay the entire project by requiring that the entire proceedings be terminated and new proceedings started for the Manzanita-Laurel- Hilton improvemtns only. (Plans completed last year for Pine Street were informally protested by owners due to excessive assessments.) Very truly yours, Glenn M. Jain City Engineer Councilman Britschgi stated that he agreed with Mr. Jain, however, he wondered if Mr. Adamson took into consideration of the forming of a larger flood district. This was followed by a lengthy discussion as tp how large a flood district could be formed, the boundaries, how Pine Street would be effected, how the assessments could be charged and wily Mr. Adamson did not consider this in his report. Councilman Royer moved that an informal meeting be held with the people from Buckeye and Pine Streets in an attempt to form a flood control district, seconded by Councilman Britschgi who asked that the City Engineer arrange for the meeting. The motion carried. CLAIM FOR DAMAGES TO AUTO FROM PAINT SPRAY, George L. Sheets, 1117 Clinton Street. The Clerk read the letter from the California State Automobile Association in regard to the above claim for damages. Councilman Britschgi moved to deny the claim and refer it to the insurance carrier, seconded by Councilman Royer. City Engineer Jain stated that the equipment was 100' away from the car.
