4-10 <br />lead—based paints. <br />The addition of more S02 to this atmosphere will definitely not help matters. <br />Therefore it is imperative that careful attention be given to the proper collection <br />and removal of SO2 in this proposed operation. <br />The letter written by Mr. C. S. Rankin, Engineer for the Pacific Foundry Company, <br />Ltd., addressed to the City Council, Redwood City, was read with inerest. No doubt <br />his statements regarding the operation of mines and mills in other locations are entirely <br />correctp although in order to compare other operations with the proposed operation in <br />Redwood City, one would have to be acquainted with the direction of the prevailing winds <br />and also consider the fact that in many of these plants, the homes and community are <br />owned by the company, which would defineitely limit any complaints. Again one would <br />have to have a fairly good analysis of .the ore being handled. <br />It would be my recommendation that in all fairness to the people living in the <br />Dumbarton Fair Oaks area, who feel some concern; to the City Council who I know desire <br />to make the proper decision in permitting industry to operate and still look out for <br />the interests of .the people; and in fairness to the Oddstad Homes organization; plans <br />in careful detail should be required, showing exactly what is proposed in the way of a <br />collection system to minimize any, dust and fumes problem, and an engineering study as <br />to the expected efficiency of this collection system, be submitted before definite <br />action is taken. <br />It is naturally assumed that the emission of mercury will be practically zeros <br />as any loss of this material is a loss of income. The one concern in the handling of <br />mercury is the hazard to the employee who will be in very close proximity to the various <br />operations, and therefore extreme care would have to be incorporated in the construction <br />to minimize any occupational hazard that might be encountered in this type of operation. <br />As was originally mentioned, this data is being submitted without having had an <br />opportunity of reviewing complete detailed plans, but only visualizing the problems <br />that might develop or exist. <br />Very truly yours, <br />EUGENE MASON HCff ELL <br />PUBLIC HEALTH ENGINEER <br />The Clerk reported that he had received the letter from Mr. Rankin, Pacific Foundry Company, as requested <br />by the Council. This was followed by a very lengthy discussion with members of the audience taking part. <br />It appeared from the discussion that nothing new had developed, however, there were still questions which <br />needed tq be answered. Councilman Granger suggested the possibility of the City Checking with the people <br />as to what questions they have and gather this information and turn it over to disinterested authorities <br />for answers and also ask them .to render a recommendation to the Council. This w as followdd by" a very <br />lengthy discussion. Oddstad Homes agreed to the suggestion of Councilman Granger. Councilman Royer, <br />based on the information before the Council and since Oddstad Homes is willing to go along with the <br />recommendation, moved to continue this matter for 30 days, the City Manager to bring in a further report <br />seconded by Councilman Spillers. Councilman Granger was of the opinion that the City..Manager had already <br />made his report and he couldn't see sending it back to the -same person unless he is requested to contact <br />higher authorities for further information. Councilman Royer clarified his motion in regard to impartial <br />qualified agency including any information where pertinent being turned over to the City Manager. This <br />was followed by dicussion. City Manager Rolison stated that he thought that this should be turned over <br />to the Health Department to make a,study. Motion carried. <br />PUBLIC HEARING ADOPTION OF ORDINANCE AMENDING MEMORIAL BUILDING COfflISSION ORDINANCE. Affidavit of publication <br />was ordered filed. There being no protests, written or orals Councilman Spillers moved that the public <br />hearing be closed, seconded by Councilman Britschgi and carried. Councilman Britschgi offered ORDINANCE <br />819 AMENDING MEMORIAL BUILDING COMMISSION ORDINANCE and moved its adoption, seconed by Councilman Royer <br />and carried on roll 0411. <br />REAL ESTATE COMMITTEE REPORT REGARDING CITY CNPNED PROPERTY AT REAR.OF YMCA BUILDING. Councilman Royer, in <br />an oral report, stated that the Park and Recreation Commission should determine if they can do without <br />the use of this property and if so perhaps it could be sold through bid to the YMCA. The City should <br />clear $1,5000 and the YMCA could assume the street assessment. Councilman Britschgi moved to have this <br />referred to the Park and Recreation Commission, seconded by Councilman Stout.
