27, <br /> control for continued operation and expansion, or a new lease at a reasonable rental <br /> based on experience could be worked out. <br /> Such action would further serve to indicate to the general public the exact <br /> amount of public spirit that can be expected from the group that is so vitally inter- <br /> ested in this type of activity and facility. <br /> As a closing remark — it may also be appropriate to include a provision in the <br /> terms of the lease that would in effect require that approximately 75% of all monies <br /> in exess of costs of operation, serv-icing of bonds and proposed additional developments <br /> or extensions of faciities, shall be placed in a "Capital Improvement Fund" which <br /> shall be used for that purpose only, and that any sums remaining in such funds at the <br /> end of the term of the lease shall revert to the city together with the properties for Nora <br /> use for the original purpose as above indicated, and no other. <br /> Councilman Stout spoke on the subject of a special fund and he stated that he was against it. <br /> Councilman Granger st-ted that he would change his motion to Capital Improvement Fund for Yacht <br /> Harbor Improvements. Mr. Brophy stated that Mr. Uhlenberg made a report and he objected to the sett- <br /> ing <br /> up of any further monies in the Capital Fund unless`they are established by tax appropriations. •.. <br /> With this statement, Councilman Granger went back to his original motion. This was agreed to by <br /> Councilman Herkner. This was followed by discussion after which the motion carried on roll call <br /> with Councilmen Stout and Weiss voting NO and Councilman Weymouth passing. <br /> Councilman Granger spoke about the pick—up service and stated that he had been told that the City's equip- <br /> ment was too large to back into the driveways. He asked that this be checked into. Mr. Jain stated <br /> that they switched to larger equipment because of the large loads and the distance they have to go <br /> to dump the rubbish. This was followed by discussion. The Mayor asked that the City Manager make <br /> a report and send same to the Council and, if they find it necessary, then the matter will be placed <br /> on the agenda. <br /> Councilman Granger again brought up the matter of the Foster & Kleiser sign on Bayshore Highway directing <br /> people to shop in Palo Alto. <br /> Councilman Herkner brought up the matter of billboards on Bayshore Highway an he asked that the City <br /> magi <br /> Manager make a report in two weeks to see if there was any way in which the City can stop any signs <br /> being erected on the new freeway. <br /> Councilman Herkner spoke about the service pins. He suggested that service pins be awarded twice a year <br /> and the employees be asked to appear before the Council at that time and receive their service pins. <br /> He was of the opinion that some sort of ceremoney was in order. <br /> Councilman Spillers asked that the City Manager give a report on the traffic survey. <br /> Councilman Weiss read the following prepared statement in regard to the South San Mateo County Garbage <br /> and Refuse Disposal District. <br /> In recent days we have been reading reports in the press of what may appear to <br /> be questionable practices at the South San Mateo County Garbage and Refuse Disposl <br /> District level. <br /> The practices reported purportedly are similar in nature to that recently <br /> reported as having obtained in the employment of a consultant by the state assembly <br /> interrim committee investigating the text book set—up. <br /> r..r <br /> Our good collegue Councilman Sydney Herkner is this cities representative on <br /> the Board of Directors of said district. It is theref or my thinking that under the <br /> circumstancew we can have first hand information, thus it would be appropriate to <br /> request that our good Councilman submit to this council a complete and comprehensive <br /> report in writing at an early date of the progress made by said district to date, <br /> as well as anything that may throw light on the practice referred to by the press <br /> and the San Mateo County Manufacturers Assn. representative. The last I believe <br /> to be important because it appears to be in the nature of what is oftern referred <br /> to as "Conflict of Interest." <br /> Councilman Herkner stated that he would make his report now. He stated that at their last meeting <br /> they took an option on a piece of property near Redwood City which would be ample for their use. <br /> The piece of property that they had considered was in the middle of a $3,000,000 project. He outlined <br /> their future plans. The contract is being investigated by the District Attorney. The property may <br /> be approved within two weeks. Menlo Park and Atherton are considering joining in with the other three <br />
