Brophy, Engineering Associate Arthur Eskelin, Recreation Director Alfred Morton, Park and <br /> Recreation Commissioner Jerry Verssen, Port Commissioner Ron Fields, Planning Commissioner James MacDonald <br /> and Account-Clerk Vivian Holmquist. <br /> The minutes of December 17, 1956, were approved as mailed on motion of Councilman Spillers, seconded by Councilman <br /> Herkner and carried. <br /> PUBLIC DARING, MANZANITA, LAUREL AND HILTON ASSESSMENTS, The affidavit of publication was ordered filed. There <br /> being no protests, written or oral, Councilman Spillers moved that the public hearing be closed, seconded <br /> by Councilman Granger. City Engineer Jain asked the clerk to read his letter in regard to corrections of <br /> assessments 31 and 32. The City Attorney stated that this correction would be taken care of in the <br /> resolution. The motion carried. <br /> The City Engineer recommended that these improvements be•:accepted with the acceptance date to be effective <br /> at the time of confirmation of the assessments. This acceptance of improvements s ould be subject to correc- <br /> tion of any defects in materials and workmanship which might appear within one year from date of acceptance, <br /> and subject to correction of any work required by the City Council after thepublic hearing on this project. <br /> Councilman Granger moved to accept the recommendation of the. City Engineer, seconded by Councilman Spillers <br /> and carried. <br /> Councilman Granger offered RESOLUTION 2160 CONFIRMING ASSESSMENTS AND ASSESSMENT DIAGRAM AND AMENDED AND <br /> MODIFIED ASSESSMENTS MANZANITA-LAUREL-HILTON T PROVELIENTS and moved its adoption, seconded by Councilman <br /> Spillers and carried on roll call. <br /> rCouncilman Granger nominated Ray Weymouth to fill the vacancy left by the resignation of Councilman Carl A. <br /> Britschgi. Councilman Granger moved to nominate Ray Weymouth, seconded by Councilman HHerkner. Councilman <br /> 'Weiss read the following prepared statement nominating John Quinn to fill vacancy of Councilman Britschgi. <br /> As one of the elected representatives of the people, I feel it is my duty to heed public <br /> opinion and sentiment. As I gauge it at present the people are desireous of a more diversified <br /> representation on this council. <br /> • <br /> In connection with the necessity of filling the existing vacancy created by the resig- <br /> nation of Councilman Carl Britschgi, I have no reason to question the honesty, integrity, <br /> ability and public spirit of Mr. Ray Weymouth, who has just been proposed for appointment. <br /> I do however feel that with only nine months having elapsed since our most recent mun- <br /> icipal election, the logical step would be to choose one of those people who did make the <br /> effort to seek election and who has breceived a considerable indorsement at said election, <br /> in fact the next highest vote after the defeated incumbent. <br /> I have since that time observed this individual, who notwithstanding his defeat at the <br /> polls has not permitted his interest to lag. He has been one of the most faithful attend- <br /> ants and observers at all our regular sessions, this in contrast to the lack of any <br /> attendance by any of the others who have been considered for the vacancy. . <br /> In so far as I can ascertain this individual is not representative of oru commercial <br /> or industrial interests,. but is rather representative of that larger segment of our <br /> pupulation we commonly refer to as the average citizen. I feel confident that his <br /> honesty, integrity and civic interest is also beyond question, and that he would be a <br /> valuable addition to our deliberative body. <br /> • I theref or take great pleasure in submitting for appointment to the off of council- <br /> man of our fair city, the name of JOHN QUINN. <br /> .,, Councilman Spillers moved that the nominations: be closed, seconded by Councilman Stout. The Mayor called <br /> for a roll call vote which each Councilman Voting be stating the name of the man he wanted for the new <br /> • <br /> Councilman. Ray VTeymouth received 5 votes and John Quinn received one vote from Councilman Weiss. Council - <br /> man Granger moved that the nomination be made unanimous, seconded by Councilman Weiss and carried. <br /> Councilman Spillers stated that he would like the minutes to show the names of the other people considered <br /> for the job left vacant by the resignation of Councilman Britschgi and he so moved.
