WATER SUPPLY. The Clerk read the follcring Lettr:
This letter is written at the suggetion of Mr. r].enn M. Jain and Mr. Herbert Frahm to clarify a number of
questions which have arisen relative to the water supply in the sub3ect area. The latest question vras brought
up in ?,dr. Jains letter dated August 2 1957. I am advised that Messrs. Jain [inter and Frahm met cm August
, 12th to discuss the overall peture.
To review we wish to state that the pumpong transm:i.ssion and storage originally approvd for Farm Hill Nos.
1 and 2 have been completed vrith +.he minor exception of some paving cleanup and acceptance. This const-
ructiaci..coffiprised :the f.rsaaa?. the water system for the entire area generally considered as the Farm
Hill area. Y7ork c arisisted of apumping plant at the Carson Reservo3x cm.nections to boththe large reservoir
, and the ieth-hetehy main 150OOQ gal].on storage tank and necessary transmission mains. The next stage af
development has always calZed for additional storage above th3.s tank another pumping station at the present
150000-gallon tank and instad.lation of the third pump at the Carson Resevoir pump stat?on.
Our firm has felt that the requirements calling for coaitruction of a ].arge pumping fadility and storae as
well as transmission and "in tract" xater system was a hardshi. More normal requirements af a municpal ,
district would have the numicipality provide pwnping storage andthe excess size o mains. Thi.s way there
should be no questian of tke municipality or district expanding on the system and utilizing it to benefit the
entire surrounding area. jhe System installed is adequate to stxpply homes in addition to those cstrueted
or contemplated for the Fain Hill area. Under the circumstances there should be provision made far a connect-
ion charge to this system ►ith resulting refund to our fim.
'e do not question t,he desireability or additional storage in the Enerald I,aks area --snore storage is alrays
good. The present install.ation was haqrever the original_ly approved sys tem to serve this area and is more
than adequate. True storage wi.11 not meet one dayts maximum use -- thera is a putap and a stand by pump in ,
the pump station. Should Hetcr-Hetchy shut darm, there is provision for pumping directly from the Carson Re-
servoir• A proloned that is say more than .five hours -- outage of pvwer rould 3eopardize the water sup-
p]y if it occurred during maximum use. Shauld this occur and we have no reeolleetio of it ever oceurring
before a broadcast askng f or conservation of water would help.
Original plans for the Carson Pump St,ation. called £or installation of three pumps. It rras obvioua to our
firm and yo engineers office that the third pwnp could safely be left out until development beyond Farm
Hill No 1 and 2 took place. Pe have alll planned to include its installation along with Farm Hill No. ?
improvements.
- . ...., F, .....,,., .,.:y..,,,... . . ., x. _ a — ,..—,.
