' Councilman Spillers offered ORDINANCE 852, AN ORDINANCE OF THE CITY OF REDWOOD CITY PROVIDING <br /> FOR AN ELECTION ON THE QUESTION OF WHETHER R NOT LOCAL SALES AND USE TAXES SHALL BE LEVIED BY THE CITY CF <br /> REDWOOD CITY AO SUSPENDING THE OPERATION OF ORDINANCE NO. 843 (LOCAL SALES TAX) AND ORDINANCE NO. 84 (LOCAL <br /> USE TAX) and moved its adoption, seconded by Councilman Herkner. The Clerk read the title of the ordirr nce. <br /> Councilman Granger stated t hat he wanted the minutes to show that he was of the opinion that the sales tax <br /> is the only equitable way for the City to obtain the needed revenue. He was only going along with this <br /> ordinance because it would give the people a chance to vote on the matter. The Mayor asked the City Attorney <br /> questions in regard to the motion. He asked Mr. Davies if the people voted in favor of taking the affir- <br /> mative on the tax, would he file the petition on the Charter. Mr. Davies stated that he will not file the <br /> petition if that is the wish of the people. Mr. Davies indicated that he will keep the petitions himself <br /> in answer to the question raised by Councilman Granger. Der. Lebsack stated that he had inquired about a <br /> .o title company holding the petitions and they indicated they did not desire to act as a depository. This w as <br /> followed by discussion. The motion carried on roll call with Councilman Weymouth and Mayor Royer voting NO <br /> and Councilman Weiss being noted absent. <br /> City Manager Rolison stated that it was his opinion that the $1.00 deposit should be refunded to the merchants <br /> who paid the fee for the sales tax permit. The City Attorney asked that he be allowed to check into this <br /> matter. Councilman Spillers moved that the City Manager be authorized to return the $1.00 deposit on the <br />
